About this file

This document is a Question and Answer Addendum #1 to solicitation 26-586SBE-CHFED-B-50347 for Technical Advisory Committee (TAC) Facilitation and Support issued by a state government entity. The addendum clarifies provisions from the original Request for Proposal (RFP) in response to vendor inquiries regarding contract requirements and submission procedures.

The contract covers facilitation and support services for a Technical Advisory Committee, with pricing structured around staff hours, member honorariums, and travel costs. Staff project management, planning, and meeting preparation is limited to 45 hours per meeting, with total annual hours varying based on the number of required meetings per fiscal year. Individual TAC member honorariums are capped at $10,000 per fiscal year, with compensation issued based on actual scheduled meeting hours rather than travel days. Travel costs are priced separately from honorariums. All responsive vendors automatically receive the maximum five points available under Business Enterprise Program (BEP) Compliance, as no BEP participation goal is established for this solicitation. Both prime vendors and subcontractors must complete and submit the same vendor disclosure forms as applicable. Vendors must provide a Methods Compendium demonstrating full analytical capability and a Service Menu with annotated methods recommending focused approaches for the specific project.

SBE - Technical Advisory Committee Facilitation and Support Question and Answer Addendum #1

1. Under Category 1 - BEP Compliance, where can a Good Faith Effort Waiver template be found?

ANSWER: As indicated in the Category Explanations section of the Commitment to Diversity Vendor Guidance document, a Good Faith Effort Waiver template is not applicable to this solicitation. Because there is no Business Enterprise Program (BEP) participation goal established for this solicitation, vendors are not required to submit a waiver. Accordingly, all responsive vendors will automatically receive the maximum five (5) points available under Category 1 – BEP Compliance.

2. Where can the Subcontractor Disclosure template be found?

ANSWER: The vendor disclosure forms posted on the solicitation website are applicable to both prime vendors and their subcontractors. All subcontractors are required to complete and submit the same disclosure forms as the prime vendor, as applicable.

3. Can you clarify the distinction between the information that should be provided under “Methods Compendium” and “Services Menu (annotated list of analysis types)” within the Recommended Evidence section of F.2.6?

ANSWER: Methods Compendium: A comprehensive catalog of all validated methods, including technical specifications, assumptions, QA/QC criteria, and performance details demonstrating full analytical capability and rigor.

Service Menu with Annotated Methods: A focused set of recommended methods for the project, each briefly annotated with the problem it solves, why it was chosen, and the decisions it supports.

Please note that the recommended evidence is intended to be illustrative of the type of information that may support a response. It is not intended to suggest that all the recommended evidence must be submitted nor is it intended to be an exhaustive list of the types of evidence that may support the response.

4. In the pricing breakdown (Attachment B), can you confirm that you meant “hours” and not “days” in “45 hours” in “Staff hours for project management, planning, and preparing materials for meetings (45 hours) – price per hour”? Previous pricing breakdown templates state “not to exceed 45 days.” If you meant “hours,” is this per meeting?

ANSWER: Hours should not exceed 45 hours per meeting. The total hours per FY year will vary based on the number of required meetings in that FY.

5. Please clarify “Honorarium for 6 members (not to exceed $10,000 per FY) – annual cost.” Is that $10,000 total for all 6 members or $10,000 per member.

ANSWER: Honorarium for an individual member should not exceed $10,000 per FY.

6. The current RFP language states TAC honoraria are “not to exceed $10,000.” This is not consistent with current rates. Based on the state’s expectations for the number and frequency of TAC meetings, the expected honorarium is estimated to be up to $24,500 based on current rates as detailed below (excluding ad-hoc meetings):

a. $21,000 for each national TAC member for up to four in-person meetings (current practice is to compensate each for 3 days at $1750/day).

ANSWER: Please see above. The honorarium for an individual member should not exceed $10,000 per FY. Honorariums should be issued based on the actual scheduled meeting hours and should not be issued for travel days/times. Travel costs are priced separately. The current contract includes 5.5 days of honorarium x 1750/day.

b. $3,500 for each TAC member for up to two remote meetings (current practice is to compensate each for 1 day at $1750/day).

ANSWER: Please see above.

c. Is the “not to exceed amount” in the RFP correct? If not, could the state please provide an updated not-to-exceed amount?

ANSWER:

The not to exceed amount referenced in the RFP is correct. Please see: Approved Board Memo- TAC.
