About this file
This is a Question and Answer Addendum for a state contract rebid issued by the Illinois State Board of Education (ISBE) for the Educator Licensure Information System (ELIS) Team. The solicitation number is 25-586SBE-CHFED-B-46903. The current service providers are Bowsher Information Systems and Ashbaugh & Associates, which together have four active resources supporting the existing contract that ends on June 30, 2026. This represents a rebid of existing work rather than a new initiative.
The estimated total budget for the project is $5,428,000.00, including renewals, with historical spending of $3.95 million over five years. The contract requires approximately 2,000 hours per year for each position, with only 1,000 hours anticipated for FY26. Evaluation criteria consist of 1,400 points for technical requirements and 360 points for price. The solicitation includes Business Enterprise Program (BEP) participation requirements, with vendors able to self-perform or utilize subcontractors to meet goals. Award notification is anticipated in November 2025 with contract execution in December 2025. The project is not federally funded, and no local preference or employee conversion policy applies. Vendors will work directly with the ISBE Software Solutions Department for staffing requests, and resource replacement is permitted if candidates meet or exceed the stated requirements.
