About this file
This is a program guide for the Palmetto Home Advantage (Non-Bond Loans) initiative administered by SC Housing, which provides mortgage financing assistance to first-time homebuyers and repeat homebuyers purchasing properties in South Carolina. The program offers conventional loans with reduced mortgage insurance, as well as FHA, USDA, and VA financing options, all with forgivable down payment assistance. Eligible borrowers must have a minimum credit score of 640, maximum income at 80% of Area Median Income (varying by property location), and debt-to-income ratios not exceeding 45-50% depending on credit score. Properties must be single-family units, townhomes, condominiums, or PUDs located in South Carolina and used as primary residences. All loans require homebuyer education completion and must be underwritten using automated underwriting systems (DU for Fannie Mae/VA, LPA for Freddie Mac, or GUS for USDA) with delegated underwriting approval from Lakeview Loan Servicing, the master servicer.
Down payment assistance is provided at 4% or 5% of the first mortgage loan amount through a forgivable second mortgage with a ten-year term and zero interest rate, with no monthly payment required. Maximum loan-to-value ratios range from 96.5% to 100% depending on loan type, with maximum loan terms of 30 years. All rate locks are for 60 days, and loans must be closed and funded by Lakeview Loan Servicing within 45 days of the note date. The servicer will purchase loans at 100% of the amortized balance of first and second mortgages, plus 1.75% servicing release premium on the first mortgage, accrued interim interest, and applicable fees including a $400 funding fee, $75 tax service fee, and $10 flood certification transfer fee. Lenders may charge customary origination fees, but discount points and lender-paid mortgage insurance are not permitted. All loan files must be submitted to SC Housing via Lender Online with required documentation for compliance review and Certificate of Eligibility issuance prior to closing.
