About this file
This is a program guide for the SC Housing Homebuyer Program, administered by SC Housing, which outlines underwriting and eligibility requirements for bond loan financing in South Carolina. The program provides competitive first mortgage rates with down payment assistance (DPA) for qualified borrowers utilizing Conventional 97, FHA, USDA, and VA financing options. The guide establishes comprehensive eligibility criteria for borrowers, including first-time homebuyer requirements that vary by county designation, credit score minimums ranging from 620 to 640 depending on loan type, and maximum debt-to-income ratios of 45% across all loan products. Eligible properties are limited to single-family residences, townhomes, condominiums, and PUDs located in South Carolina with a maximum of 5 acres, and must serve as owner-occupied primary residences. Loan terms are standardized at 30 years maximum with LTV/CLTV ranges of 97%/105% for Conventional and FHA loans, 100%/105% for USDA loans, and 100% plus VA Funding Fee for VA loans.
The program offers forgivable down payment assistance of $7,000 structured as a second mortgage with zero interest and no monthly payments, available on a 10-year term for borrowers at or below 80% AMI and a 20-year term for those above 80% AMI. Lenders may charge up to a 1% origination fee, and SC Housing assesses a $400 funding fee plus an $82 tax service fee at purchase. All loans are subject to Federal Recapture provisions, and SC Housing serves as the servicer for all bond loans. Mandatory homebuyer education through HUD-certified agencies or approved mortgage insurance company courses is required prior to SC Housing approval. Delivery requirements mandate submission of closed loan files within 15 days of closing, servicing packages within 20 days of purchase, and final documentation within 120 days of loan closing. The program includes temporary COVID-19 requirements, including verbal verification of employment within 24 hours of closing and borrower COVID-19 certification.
