About this file
This Amendment 1 document pertains to a Request for Proposal issued by the South Carolina State Housing Authority for underwriting reviews of SC Housing mortgages for purchase. The solicitation, numbered 5400020720, was issued on January 21, 2021, with a submission deadline of February 18, 2021, at 3:00 PM through online submission at www.procurement.sc.gov. No pre-bid conference or site visit was required. The award was scheduled to be posted on February 24, 2021. Vendors selected through this solicitation would be responsible for determining program eligibility, including verification of first-time homebuyer status or acceptable exceptions, review of credit quality, assessment of borrower assets, employment documentation verification, and recalculation of household income and sales price. This is a fixed-price bid solicitation where all responsive and responsible bidders meeting the requirements would be awarded contracts and allowed to provide services upon request.
The amendment provides responses to three key questions submitted by potential offerors. The vendor was clarified to have comprehensive responsibility for compliance underwriting tasks encompassing all provisions of applicable manuals. The solicitation structure indicates that awards will be made to all responsive and responsible bidders who submit by subsequent submission dates, allowing multiple contractors to be awarded and available to provide services. The State Housing Authority did not provide information regarding the incumbent contractor or existing pricing structure. Offerors were required to submit signed offer forms acknowledging the solicitation terms and agree to hold offers open for a minimum of thirty calendar days after the opening date. The procurement officer for this solicitation is Michele Mahon, reachable at 803-896-9068 or Michele.Mahon@schousing.com.
