About this file
This document is an Attachment 010 (ATTM 010) Questions and Responses file from the South Carolina Department of Health and Human Services (SCDHHS) related to a Home and Community Based Services (HCBS) CAHPS Survey contract. The document contains 17 questions and corresponding responses from potential vendors regarding the survey administration, covering details such as survey methodology, language requirements, response rates, reporting timelines, and administrative procedures. Key clarifications include confirmation that the RFP is for 2026 survey administration and report submission, the 40% response rate is based on a Technical Assistance Guide recommendation, and the state does not currently capture beneficiaries' preferred languages.
The document provides insights into the survey protocol, indicating that the approach may include a pre-notice letter with live-agent call, and that the contractor is not expected to have clinical staff. The state references amended solicitation documents for various provisions and encourages vendors to provide detailed proposed solutions. No specific pricing information is included in this Q&A document, but it suggests that vendors should be prepared to handle survey administration across potentially 455,465 recipients, with a focus on telephone interviews and potentially multiple language options. The contract appears to emphasize flexibility and comprehensive survey implementation while leaving specific methodological details to the vendor's proposed approach.
