About this file

This file contains proposal submission attachments for an RFP issued by the Minneapolis Health Department to pilot culturally specific, community-led mental health and wellbeing supports at the South Minneapolis Community Safety Center. The RFP seeks proposals from qualified organizations to deliver non-clinical, innovative, community-driven approaches to mental health, healing, wellbeing, and community safety, with an emphasis on historically underserved youth and communities. Applicants must submit a comprehensive proposal package including a completed Proposal Cover Sheet (Attachment B), responses to Project Narrative Questions (Attachment C), an Anticipated Project Budget (Attachment D), proof of insurance, company financial information, and letters of recommendation. The proposal narrative evaluation addresses four primary categories: Organization Overview (20 points), Program Description (35 points), Staffing Capacity and Readiness (15 points), and Timeline, Evaluation and Learning (15 points). The Project Narrative section requires detailed responses regarding organizational mission and community alignment, cultural competency, relevant experience with underserved communities, proposed services, trauma-informed practices, staffing plans with emphasis on lived experience, implementation timeline with service frequency and milestones, and evaluation methodologies using culturally responsive approaches.

The funding available for this pilot program totals up to $500,000, with the City of Minneapolis anticipating between one and four contract awards. Eligible expenses include administrative costs (capped at 15% of direct project costs), personnel and facilitation costs, materials and supplies, minor space renovation, printing, and programming expenses such as educational activities and healthy refreshments. Ineligible expenses include lobbying activities, electronic devices or technology not directly supporting service delivery, costs duplicating services funded through other City contracts without prior approval, and activities conducted primarily outside the Community Safety Center unless City-approved. Organizations must maintain itemized documentation for all charges, including unit rates and quantities for staff time and equipment rental. The budget template requires line-item detail for all direct costs with administrative fees clearly separated and justified as not exceeding the 15% cap. Applicants must demonstrate how their proposed budget supports high-quality, culturally responsive programming and fair compensation for service providers, and how the pilot investment level informs longer-term or expanded implementation needs.
