About this file

This is a Responsibility Assignment Matrix (RACI) document for the Comprehensive Child Welfare Information System (CCWIS) modernization effort, a collaborative initiative between the Minnesota Departments of Information Technology Services (MNIT) and Children, Youth, and Families (DCYF). The document outlines the roles and responsibilities of four key contractors engaged in the statewide system modernization: a Design, Development, and Implementation (DDI) contractor; an Independent Verification and Validation (IV&V) contractor; an Organizational Change Management (OCM) contractor; and a Project Management Office (PMO) contractor. The RACI matrix clarifies accountability across major modernization activities using four defined roles: Responsible (R) for task completion, Accountable (A) for ownership of quality and results, Consulted (C) for subject matter expert input, and Informed (I) for stakeholder updates. The matrix addresses twelve primary activity categories essential to the modernization initiative.

The matrix delineates specific responsibilities across the contractor team for critical project functions including decision-making and governance, deliverable review and acceptance, schedule and integration management, risk and issue identification, requirements and design, testing and quality assurance, organizational change management strategy, communications and training, cross-vendor alignment, independent risk reporting, and lessons learned documentation. The State maintains final decision authority and approval authority over major governance decisions, risk mitigation plans, testing outcomes, change strategies, sensitive communications, and cross-vendor alignment plans. This structured governance framework ensures coordinated execution of the CCWIS modernization while maintaining clear accountability and oversight from State sponsors throughout the implementation lifecycle.

Attachment O – Responsibility Assignment Matrix for CCWIS Vendors This document is for informational purposes only.

The modernization of the statewide Comprehensive Child Welfare Information System (CCWIS) will require close collaboration among multiple State and local agencies, supported by several external partners. The State anticipates engaging four key contractors for this effort: a Design, Development, and Implementation (DDI) contractor; an Independent Verification and Validation (IV&V) contractor; an Organizational Change Management (OCM) contractor; and a Project Management Office (PMO) contractor.

The following Responsibility Assignment Matrix (RACI) outlines the major modernization activities and clarifies the roles and responsibilities assigned to each contractor.

The Four Roles Defined Responsible (R): The entity who completes the task.

Accountable (A): The entity with ownership over quality and result.

Consulted (C): The entity(ies) whose opinions are sought, subject matter experts (SMEs).

Informed (I): The entity(ies) who are updated on progress, usually upon completion of activity. For the purposes of this chart, I is executives of the State and interested parties who are not displayed.
