BASIS OF DESIGN
Project General Description
An independent A/E firm was awarded a contract to design and provide construction documents for the replacement of existing boilers and chillers at the Indian Health Service, Northern Cheyenne Service Unit in Lame Deer, Montana. The task order includes design for the replacement of heating and cooling system components on a one-for-one basis, and if necessary, expansion of additional equipment or devices to the system to meet code requirements.
The scope of work for this project include the following:
Demolition of existing boiler and chiller system components due to the obsolescence of the existing system. Replacement of existing control unit(s) and system components required for compatibility with the existing Building Automation System
(BAS).
Development of phased approach for the replacement so the existing systems remain in service until the new systems are installed, tested and operational.
Development of design documents for bidding purposes. Shop drawings shall be prepared by the construction contractor awarded the project and installing the system.
This project shall provide design engineering for the replacement of non-condensing boilers to high-efficiency condensing boilers. The existing chillers shall be replaced with ‘like-kind’ high efficiency chillers.

MECHANICAL Narrative - General Description
The existing boiler and chiller equipment were installed in 1998. After 21 years of service the equipment is reaching the end of its usable life. Under this scope of work the boilers and chillers are to be replaced. The existing boilers consist of two (2) 1,430 MBH input Teledyne Laars and one (1) 3,753 MBH input Weil-McLain conventional boilers. These boilers shall be

BASIS OF DESIGN
Indian Health Service, Northern Cheyenne Service Unit - Lame Deer, MT NCSU Boiler-Chiller Replacement Design replaced with 97% high efficiency condensing type boilers. The high efficiency condensing type boilers will require new boiler circulating pumps due to a difference in fluid volumetric flow (GPM) and pressure drop through the new boilers. The existing chillers consist of two (2) packaged air cooled Trane nominal 100-ton cooling units. Each chiller is sized for 50% of the total cooling requirements of the facility. The chillers will be replaced with high efficiency packaged air cooled chillers of like kind. The design will describe replacement of all heating and cooling system components for a fully functional heating and cooling system. The design for the replacement of heating and cooling system components will be on a one-to-one basis.
A complete test & balance (T&B) will be required for the new chillers, boilers and pumps. The design does not include design services for upgrades to any new building spaces in the future.

MECHANICAL – Existing HVAC Systems
The existing HVAC system is comprised of two (2) 100-ton packaged air cooled chillers and three (3) standard efficiency hydronic boilers. Chilled water is distributed by two (2) constant speed pumps located in the mechanical room. The chilled water pumps appear to be the original pumps installed with the chillers over twenty years ago. The chilled water pumps are currently functional but will either have to be refurbished to match the new chiller requirements or replaced with new pumps. The heating water system is a primary and secondary system. Primary boiler circulator pumps provide a constant flow through the boiler and a pair of variable frequency driven (VFD) secondary pumps distribute heating water throughout the facility. The existing primary boilers pumps are matched to the performance requirements of their respective boiler.
MECHANICAL – Control Systems
The existing building is controlled by direct digital controls (DDC). The new equipment will be compatible with the existing building automation system (BAS) and will be integrated by the HVAC controls contractor as part of this scope of work.

ELECTRICAL - General Description
The electrical scope consists of the disconnection from power distribution system and the control system of three existing boiler units and two chiller units, and the reconnection to the new boiler/chiller units that shall replace the existing ones that will be installed in the same corresponding locations.
To that purpose, the existing power and control wiring will be preserved to serve the new units as feasible under the following assumptions:
The power demand of the new equipment is equivalent, or less than the equipment to be replaced, and there will not be any effect upstream of the distribution system (*).
The existing power wiring is in acceptable physical condition and NEC compliant.
The existing control wiring is in acceptable physical condition and NEC compliant.
The existing control wiring is self sufficient to meet the control requirements of the new equipment to be installed, and that no new additional control wiring will be required.
(*) It is anticipated that Boiler #3 will require a different system voltage (480V, 3-Phase), a new branch circuit, new disconnect switch, and a new breaker in Panel MDP. It is also anticipated the new Chillers will require the replacement of existing 200A breakers for new ones (225A) in Panel MDP as per manufacturer’s requirements. The existing overcurrent protection devices (OCPD) of the 10.0 HP chilled water pumps will be oversized for the new
7.5 HP pumps and they need to be replaced.
All new equipment shall be grounded and bonded as per NEC and Local Authority Having Jurisdiction (AHJ) requirements.
