About this file
Attachment K is a Certification of Drug Free Workplace form for the Florida Department of Management Services' Management Consulting Services Request for Proposal (RFP No. 25-80101500-RFP-V2). The document outlines a standard certification process requiring respondents to implement a comprehensive drug-free workplace program as a potential tiebreaker in the event of equal proposals. The certification requires companies to publish employee statements prohibiting controlled substance activities, inform employees about drug abuse dangers and workplace policies, provide employees with official statements, notify employers of drug-related convictions, impose sanctions for violations, and maintain a good faith effort to sustain a drug-free workplace.
The form is part of a larger procurement process for management consulting services, where vendors must demonstrate compliance with specific workplace standards to be considered for a potential state term contract. By signing this document, respondents affirm they meet six specific provisions related to drug-free workplace policies, with an understanding that false statements are punishable under law. The certification serves as a mechanism for the Florida Department of Management Services to ensure contractor workplace safety and responsibility, potentially offering a preference in the competitive bidding process for companies that can demonstrate robust drug-free workplace protocols.

(4) In the statement specified in (1), above, notifying the employees that, as a condition of working on the commodities or contractual services that are being competitively procured, the employees will abide by the terms of the statement and will notify the employer of any conviction of, or plea of guilty or nolo contendere to, any violation of Chapter 893 or of any controlled substance law of the United States or any State, for a violation occurring in the workplace no later than five days after such conviction.
(5) Imposing a sanction on or requiring the satisfactory participation in a drug abuse assistance or rehabilitation program if such is available in the employee's community, by any employee who is so convicted.
