About this file
This document is Attachment D for the Florida Department of Management Services' Request for Proposals (RFP No. 25-80101500-RFP-V2) for Management Consulting Services, which details the technical proposal instructions and evaluation criteria. The RFP seeks to establish a new State Term Contract with multiple statewide award opportunities across nine service categories: Organizational Strategy Development, Project Management Consulting, Program Research and Planning, Executive Leadership Development, Policy and Regulation Consulting, Process Improvement, Litigation Consulting, Systems Alignment, and Comprehensive Grants Management for Federal Disaster and Emergency Assistance Programs. Respondents must submit separate PDF technical proposals for each service category they intend to provide, with strict formatting requirements and no hyperlinks allowed.
The technical proposal will be evaluated on a 90-point system, with 45 points allocated to Experience and 45 points to Proposed Solution. Evaluators will score proposals based on the respondent's demonstrated quality, depth, and relevance of experience, ability to provide services statewide, and diverse knowledge and skillsets. Points range from 0 to 45 for each section, with criteria assessing minimal to exceptional capabilities. Respondents must provide detailed narratives about their experience, including years of service, client information, past projects, and staff expertise, without requiring résumés. The evaluation methodology emphasizes the vendor's capability to deliver comprehensive management consulting services across Florida, with a preference for experience working with governmental entities.
