About this file
This is a pricing schedule attachment for RFP 160190, a statewide toll customer service center operations contract issued by the Virginia Department of Transportation (VDOT). The contract encompasses comprehensive customer service operations for toll administration, with an anticipated Full Operations Transition date of October 2027. Services include account management, customer interactions via phone, email, and web chat, violation processing, payment handling, dispute resolution, transponder fulfillment, and toll relief program administration. The pricing schedule requires offerors to complete multiple forms detailing startup costs, fixed costs, variable costs, direct costs, and task order costs across a four-year operations period, with all quantities provided for evaluation purposes only. Offerors must submit both Excel and PDF versions of their completed pricing schedules as separate files in accordance with RFP instructions.
The pricing structure is divided into six components: startup payments tied to milestone achievements (15%, 20%, 15%, and 50% upon VDOT approval of various plans and full operations transition), fixed costs covering management and administrative staffing, finance operations, office locations, supplies, equipment, reporting, quality monitoring, and other operational expenses, variable costs based on per-unit pricing for activities such as manually opened accounts, closed accounts, phone calls, emails, web chats, transponder fulfillment, violation reviews, and payment processing, direct costs including postage, building leases, utilities, security, and professional services, and task order labor costs for positions ranging from directors to customer service representatives. The contract applies a 3% year-over-year escalation for evaluation purposes, though contractors are entitled to actual Consumer Price Index adjustments per special terms and conditions. All costs must be entered only in designated yellow fields of the provided forms, with no alterations permitted to the form structure.
