About this file
This is an Offeror Data Sheet template for RFP 160190, a Statewide Toll Customer Service Center Operations contract issued by the Virginia Department of Transportation (VDOT). The RFP seeks a qualified vendor to provide comprehensive toll customer service center operations on a statewide basis. The data sheet requires offerors to provide detailed information across eleven categories, including company contact information, organizational overview, personnel qualifications, capabilities and skills, relevant project experience, financial stability documentation, references, subcontractor information, and performance management methodologies. Offerors must demonstrate experience with projects of significant scale, including at least five projects completed within the past five years that are directly related to toll customer service operations, with a minimum of one project demonstrating similar scope and magnitude (at least 500,000 active accounts, over 100 million annual electronic transactions, and 250,000 annual invoices or notices issued). Additionally, at least one project should demonstrate experience operating an electronic or video toll payment customer service center as part of a regional electronic payment deployment.
Financial stability is a critical evaluation criterion, with VDOT requiring audited financial statements for the three most recent completed fiscal years prepared in accordance with U.S. Generally Accepted Accounting Principles (U.S. GAAP), including opinion letters, balance sheets, income statements, calculated EBITDA, and footnotes. Offerors must also provide letters from insurance and surety firms demonstrating their ability to obtain appropriate coverage and meet bonding requirements. Key personnel assignments require identification of the delivery project manager and all key personnel with proposed roles, time commitments, resumes, and relevant experience summaries. VDOT reserves the right to request additional financial information and will use a scoring scale of zero to five to evaluate financial submissions, with scores of two or below resulting in removal from consideration. All services must be performed in the United States, and offerors must describe their geographical locations, relevant experience with Commonwealth of Virginia clients and other U.S. public sector clients, and compliance with customer-specific security vetting requirements.

| < Return | |
| Offeror Profile | Financials | |
| No. | Financial Review |
| 1 | As a risk management best practice and part of the responsible Offeror determination VDOT will evaluate the Offeror’s financial stability, viability and capacity. VDOT will review documentation submitted by the Offeror to evaluate the Offeror’s financial stability, viability, and capacity. The extent of the financial review required is based on the perceived level of risk associated with the services procured and term of the contract. |
The general standard of review is whether the documents provided demonstrate the Supplier has the financial stability, viability, and capacity to perform the services under the contract for the term of the contract. The following criteria will be integral in applying this general standard:
| 1a | Solvency – the ability of an Offeror to meet its long-term obligations and remain in business over the life of the contract. Solvency analysis includes comparison of total assets, total liabilities, and owner’s equity. It also may include consideration of the nature and type of an Offeror’s assets and liabilities, and trends in operating results that could affect future solvency over the life of the contract. | |
| 1b | Liquidity – the ability of an Offeror to pay its immediate or short-term obligations. Liquidity analysis includes comparison of current assets and current liabilities. It also may include consideration of an Offeror's cash flows and cash reserves. | |
| 1c | Profitability – the results of an Offeror's operations; the excess or deficit of revenue over expenses. Profitability analysis includes consideration of an Offeror's recent operating results, trend analysis, and effect on the Offeror's related solvency. | |
| 1d | Capacity – the ability of an Offeror to produce the required goods or services over the term of the contract. Capacity analysis includes consideration of size of the contract to the financial resources available to the Offeror, and to the Offeror’s current volume of business. | |

Other records, such as compiled or reviewed statements, do not provide such assurance and are thus not acceptable substitutes.
Furthermore, there is no meaningful criteria by which to fairly compare audited financial statements with unaudited financial statements.

4. VDOT will review the audited financial statements and financial ratios for the Offerors and, at the sole discretion of VDOT, determine a score based on whether sufficient financial information was provided and whether the financial ratios demonstrate a level of confidence in the Offeror’s financial standing.
a. The scores will be determined using the scale below:
5 = Exceeds / very high degree of confidence 4 = Fully address / high degree of confidence 3 = Address most / acceptable degree of confidence 2 = Address some / low degree of confidence 1 = Partially address / very low degree of confidence 0 = Fail to address / no degree of confidence
