About this file
This is a Small Business Subcontracting Plan attachment for RFP 160190, a Statewide Toll Customer Service Center Operations procurement issued by the Commonwealth of Virginia. All offerors are required to complete and submit either Section A or Section B of this attachment as a mandatory component of their proposal; failure to do so may result in proposal rejection. The Commonwealth of Virginia has established a goal that more than 42% of its purchases be made from small businesses, and this solicitation requires all bidders to demonstrate their plans for small business participation during the initial contract period.
Offerors certified by the Virginia Department of Small Business and Supplier Diversity (SBSD) as small or micro businesses must complete Section A and provide their certification number and date, which automatically qualifies them for maximum evaluation points under the small business participation criterion with no further subcontracting requirements. Offerors that are not SBSD-certified small businesses must complete Section B, detailing their planned utilization of SBSD-certified small businesses—including women-owned and minority-owned businesses with small business certification—as subcontractors, suppliers, or joint venture partners. Points for non-small business offerors will be assigned based on the percentage of total contract value proposed for expenditure with SBSD-certified small businesses during the initial contract period. All proposed small business participations identified in Section B will be incorporated as binding requirements into the subsequent contract, and failure to achieve the proposed participation percentages may constitute breach of contract. Small business certifications must be current as of the solicitation due date to qualify for the SWaM Program.
