About this file

This statement of work outlines requirements for expert consultation and specialized services to assist with the elimination and disablement of a nuclear reactor and related sites in Southeast Asia. Key personnel must include a project manager with PMP certification, deputy project manager with PMP certification, nuclear physicist with a master's degree in nuclear physics, and nuclear engineer with a master's degree in nuclear physics. One key person must hold a secret security clearance. The contractor must perform a site survey and analysis within 24-48 hours of direction to travel, and prepare a technical proposal and cost proposal in response. The technical proposal must include implementation plans and specialized training requirements for disabling a 5MW nuclear reactor, radiochemical laboratory, fuel rod fabrication facility, and cooling tower. The cost proposal must detail labor categories, hours, materials, equipment, and travel expenses based on the outlined inventory. The response is due by May 11, 2021.

STATEMENT OF WORK FOR EXPERT CONSULTATION AND SPECIALIZED SERVICES FOR ELIMINATION AND DISABLEMENT OF A NUCLEAR REACTOR AND RELATED SITES – Task Order 1

Background The Office of Non-proliferation and Disarmament Fund’s (NDF) role is to supplement US diplomatic efforts to promote bilateral and multilateral nonproliferation and disarmament activities through the development, execution and implementation of selected projects in other countries. Due to the impending immediate proliferation threat, when a potential host country provides the opportunity for the United States’ Government to help with the removal; destruction; or otherwise disabling of dangerous weapons systems, the NDF must respond promptly. Therefore, the NDF must possess the capability to provide necessary intervention and assistance with little advance notice, without Western standard worksites or accommodations, and without a guarantee of privileges and immunities for government or contractor personnel in country. Accordingly, these circumstances and conditions have resulted in the need for the award of Indefinite Delivery Indefinite Quantity (IDIQ) contracts against which task orders may be issued that equips the NDF with the capability to seize the opportunity to assist potential host countries promptly. Additionally, a critical consideration for all prospective sources is that the US Department of State will not indemnify a Contractor for any losses due to third party claims.

Purpose The purpose of this proposed sample task order is to provide NDF expert consultation and specialized services required in order to assist the Government of a South East Asian nation in the elimination/destruction and/or disablement of a 5MW(e) Reactor, radiochemical laboratory, fuel rod fabrication facility, and cooling tower.

Scope The services of this proposed sample task order will include performance of the tasks set forth below pursuant to the terms, conditions and scope of the basic IDIQ contract.

Requirements The contractor shall perform the following tasks:

1. At the direction of the government, within 24-48 hours, travel to the designated site to perform a survey of the site; prepare an inventory of the facility, including all areas to be eliminated, disabled, and/or contained. Additionally, the contractor shall perform a thorough analysis of the work deemed necessary to fulfill the requirements of the SOW for this Task Order. This shall entail providing a comprehensive report on the anticipated scope of the effort necessary to complete the proposed destruction or disablement of the facility that contains the following data:

a. The various alternative methods and options available for destruction or disablement of the 5MW(e) Reactor, the radiochemical laboratory, the fuel rod fabrication facility, and the cooling tower. This will include the associated risks for each option and a projected timeframe for completion of the options proposed.

b. The proposed technical approach to be utilized based on the 5MW(e) reactor with supporting rationale and analyses of options and strategies, including a discussion of the relative advantages and disadvantages of each option; relative cost, performance, and schedule considerations; risk factors and potential mitigation.

c. The need for any specialized training and the proposed curriculum.

2. Prepare and submit a detailed, comprehensive proposal separated into two volumes. Volume 1 – the Technical Proposal and Volume 2 – the Cost Proposal.

a. Volume 1, Technical Proposal shall contain no cost information. This document shall provide all information necessary to explain the Contractor’s approach to fulfilling the requirements of this SOW and the anticipated period of performance to complete all work specified.

b. Additionally, Volume 1, the technical proposal shall contain a detailed comprehensive implementation plan for the destruction, demilitarization, or removal of the missiles and associated materials with complete and fully supported implementation strategies and options that includes

i. Time schedules along with the proposed staff and experts that will be utilized who must possess the appropriate skills, knowledge and abilities to fulfill the requirements of the SOW for this sample task order and in conformance with the SOW of the basic IDIQ contract

ii. Any specialized training deemed necessary

iii. Clearing the destruction site(s) of any residue, metal scrap or other hazardous materials by removing and properly disposing of upon completion of the disposal process

iv. Providing oversight and technical assistance in all areas such as logistical arrangement for procurement of packing materials, method and site destination for transporting the material for a period as directed by the NDF, including specialized equipment; radiological capability; protective gear; medical needs; site (s) perimeter security measures and nuclear and radiological experts and local travel arrangements/needs in-country.

3. Volume 2 – Cost/Price Proposal- Cost/pricing information shall be contained in Volume 2 only.

a. The Contractor shall detail the labor categories that it anticipates using in performance of the task order, the number of hours of each labor category proposed, a comprehensive listing of all materials and equipment it anticipates using, the cost for those materials and equipment, and any anticipated travel-related expenses. All proposed labor rates will be based on the Contractor’s published commercial rates, and thus will be inclusive of all elements of indirect cost and profit.

b. To facilitate preparation of cost proposals and for purposes of proposed pricing of this proposed sample task order, assume a total inventory consisting of the following:

i. 5MW(e) Reactor (disablement activities include discharge of fuel rods from reactor in the spent fuel pond; disconnect and remove control rod mechanisms; sever the secondary cooling loop from reactor and remove the interior structure within the cooling tower.)

ii. Radiochemical Laboratory (activities include disconnect and remove the drive mechanism for fuel cask transfers between the spent fuel receiving building and the main reprocessing plant; disconnect and remove the motors, pulleys, and cables associated with the receiving hot cell door and overhead cranes; disconnect and remove the exterior mechanism associated with the fuel shearing and decladding machines; and sever and remove the steam lines associated with the fuel reprocessing equipment.)

iii. Fuel Rod Fabrication Facility (activities include removing the uranium fuel rod casting furnaces and machining equipment; and removing the uranium ore concentrated dissolver tanks.

iv. Cooling Tower disablement and destruction.
