About this file

This sample statement of work outlines requirements for chemical weapons destruction services. The contractor shall perform site surveys, analyze destruction options, and develop implementation plans to destroy 80 barrels of chemical weapon precursors and materials in Southeast Asia. Two volumes of proposals are required, with Volume 1 providing the technical approach and Volume 2 the cost proposal. Pricing assumptions include destruction of the identified chemicals on-site or off-site. Key personnel shall hold a SECRET clearance, and all staff PUBLIC TRUST determinations.

The related federal contract opportunity is a solicitation from the Department of State for mission support services including chemical weapons removal. The IDIQ award includes a one-year base and four option years. Proposals are due May 11th, 2021 and questions by April 15th, 2021. The acquisition uses full and open procedures. The solicitation seeks technical expertise and staffing to assist host nations with destroying WMD and conventional weapons.

STATEMENT OF WORK FOR EXPERT CONSULTATION AND SPECIALIZED SERVICES FOR ELIMINATION OF CHEMICAL WEAPONS, PRECURSOR MATERIALS AND RELATED ITEMS Task Order 2

Background

The Office of the Nonproliferation and Disarmament Fund’s (NDF) role is to supplement US diplomatic efforts to promote bilateral and multilateral nonproliferation and disarmament activities through the development, execution, and implementation of selected WMD threat reduction and other related projects around the world. When a potential partner country provides the opportunity for the United States Government to support the removal, destruction, or disablement of dangerous weapons systems, the NDF must respond promptly. Therefore, the NDF must possess the capability to provide necessary intervention and assistance with little advance notice, without Western standard worksites or accommodations, and without a guarantee of privileges and immunities for government or contractor personnel in country. Accordingly, these circumstances and conditions have resulted in the need for the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) contract against which Task Orders may be issued that equips the NDF with the capability to seize the opportunity to assist potential host countries promptly. Additionally, a critical consideration for all prospective sources is that the US Department of State will not indemnify a Contractor for any losses due to third party claims.

Purpose

The purpose of this proposed sample Task Order is to provide NDF expert consultation and specialized services required in order to assist a government of a Southeast Asian nation to destroy or render harmless 80 barrels of chemical weapons precursors, agents, and related production chemical reagents and materials, as well as other associated chemicals and materials, including safe destruction of the chemical contents, barrels and containers and associated storage and production equipment. This may include transportation to an offshore location in order to ensure public safety and reliable destruction.

Scope The services of this proposed sample task order number 2 will include performance of the tasks set forth below pursuant to the terms, conditions and scope of the basic IDIQ contract.

Requirements The contractor shall perform the following tasks:

1. At the direction of the government, within 24-48 hours, travel to the designated site to perform a survey of the site; prepare an inventory of the chemicals and other materials and equipment to be demilitarized and destroyed. Additionally, the contractor shall perform a thorough analysis of the work deemed necessary to fulfill the requirements of the SOW for this Task Order. This shall entail providing a comprehensive report on the anticipated scope of the effort necessary to complete the proposed destruction or demilitarization of the chemicals that contains the following data:

A. The various alternative methods and options available for chemical neutralization, transformation, destruction, or other process that renders harmless any relevant CW precursors and agents, as well as decontamination or destruction of containers and all contaminated equipment, and associated other equipment and materials, including the associated risks for each option and a glide path or projected timeframe for completion of the options proposed.

B. The proposed technical approach to be utilized based on stockpile configuration with supporting rationale and analyses of options and strategies, including a discussion of the relative advantages and disadvantages of each options; relative cost, performance and schedule considerations; risk factors and potential mitigation. This may include the risks and costs of destruction onsite, versus transportation to another location or facility for destruction.

C. The need for any specialized training and the proposed curriculum.

2. Prepare and submit a detailed, comprehensive proposal separated into two volumes. Volume 1 - the Technical proposal and Volume 2 – the Cost Proposal.

A. Volume 1, Technical Proposal shall contain no cost information. This document shall provide all information necessary to explain the Contractor’s approach to fulfilling the requirements of this SOW and the anticipated period of performance to complete all work specified.

B. Additionally, Volume 1, the technical proposal shall contain a detailed comprehensive implementation plan for the destruction, demilitarization, or removal of the chemical substances and associated materials with complete and fully supported implementation strategies and options that includes

1) Time schedules along with the proposed staff and experts that will be utilized who must possess the appropriate skills, knowledge and abilities to fulfill the requirements of the SOW for this sample task order and in conformance with the SOW of the basic IDIQ contract.

2) Any specialized training deemed necessary.

3) Clearing the original storage site and the destruction site(s) of any residue, contamination, metal scrap or other hazardous materials by removing and properly disposing of upon completion of the disposal process. Upon completion of the project, the storage site should be demonstrably free of any contamination and safely useable for other purposes.

4) Providing oversight and technical assistance in all areas such as logistical arrangement for procurement of packing materials, method and site destination for transporting the material for a period as directed by the NDF, including specialized equipment; destruction, hydrolysis or incineration capability; protective gear; personal and mass decontamination capabilities; medical needs; site(s) perimeter security measures, expertise, and local travel arrangements/needs in-country.

3. Volume 2 – Cost/Price Proposal- Cost/pricing information shall be contained in Volume 2 only.

A. The Contractor shall detail the labor categories that it anticipates using in performance of the task order, the number of hours of each labor category proposed, a comprehensive listing of all materials and equipment it anticipates using, the cost for those materials and equipment, and any anticipated travel-related expenses. All proposed labor rates will be based on the Contractor’s published commercial rates, and thus will be inclusive of all elements of indirect cost and profit.

B. To facilitate preparation of cost proposals and for purposes of proposed pricing of this proposed sample task order, assume a total inventory consisting of the following:

1) 80 Barrels of chemical neurotoxin precursor materials

2) 20 Barrels of associated catalytic, reagent or solvent materials

3) Additional storage containers

4) Laboratory equipment

5) Air handling equipment

C. For pricing, assume the host country will transport the materials for destruction to a site inside or outside the country for destruction. Consider the option of on-site destruction, if possible, and compare with off-site destruction in terms of risk, cost and feasibility.

SECURITY REQUIREMENTS

At least one of the key personnel assigned to this task order shall hold a SECRET security clearance. All personnel working on this task order shall hold determinations of Public Trust, following a background investigation by the United States Government.
