A. Objectives and Purpose
The objective of this Task Order (TO) is to obtain the needs of the Government for advisory assistance, research, and analysis services to support Government efforts to advance national implementation strategies and progress regarding legal obligations by the States Parties to the BWC. The goal is to acquire the services through means of subject matters experts with the prerequisite knowledge, skills, and abilities to undertake and perform the tasks as defined below in Paragraph C.
B. Scope
The services of this Task Order will include performance of the tasks set forth below pursuant to the terms, conditions and scope of the base IDIQ contract. The total performance period of the
TO is 3 years predicated upon a base period of 1 year and two options periods of 1 year each.
C. Description of Tasks to be Performed
The Contractor shall undertake and provide the Government with advisory services and subject matter expertise related to the respective national implementation strategies and progress regarding their BWC legal obligations by States Parties to the BWC. The contractor shall:
1. Undertake research and reporting on national BWC implementation at the direction of the
Government. Further, such research and reporting may include a review of checklists and/or country surveys to identify gaps in existing legislation; the state of their national legislation and regulations; and gaps that exist in national regulatory or enforcement capabilities.
2. Research and reporting to include national BWC-related criminal statutes, licensing, biosafety and biosecurity, export controls, oversight of science, and enforcement measures will be undertaken under this TO.
3. Assess the status of the selected countries’ existing national implementation measures, and monitoring developments in the progress of those countries resulting from the success of the project following the delivery of the pilot assistance projects delivered under Task 2 of the
IDIQ.
4. Recommend a list of recipient countries drawing from candidates and using criteria provided by the Government.
5. Develop and propose pilot assistance project Task Order Request for Proposals (TORPs).
This will entail doing the initial concept work for the pilot assistance project, to include a technical approach, a management approach, and a cost proposal. The Government will consider the Contractor’s proposal. If it is acceptable, the Government will then direct the
Contractor to develop and deliver the pilot assistance project through the issuance of a TO under Task 2.
6. Participate in quarterly project overview meetings with the Government at the Department of
State headquarters in Washington, D.C at the direction of the Project Manager/Government
Technical Monitor.
7. Undertake regular project-related e-mail correspondence with the designated representatives of the Government as directed by the Project Manager/Government Technical Monitor.
