QuestionsAnswers
Given the large potential scope of work, would the government consider increasing the total value of the IDIQ for the anticipated period of performance? The Government is satisfied with the total value of the IDIQ.
Section C states that the place of performance for a given task order issued pursuant to Task 2 of the base IDIQ statement of work could be any location around the world. Does the government anticipate any pilot assistance projects taking place in countries on the Department of State’s Level 4: Do Not Travel Advisory List?It is unlikely, but possible. The Government's determination of beneficiaries will be the result of our assessment of the quality of our interlocutor government's proposals, their political willingness to cooperate with us, and our assessment of the security environment.
Does the government anticipate that personnel assigned to the IDIQ and TORP 1 will be required to work at or near full-time for the entire period of performance? No. While there may be times that there is not a lot of work requested under the IDIQ, there will be other times when a good of work will be requested, particularly during the development and delivery of projects. We are seeking the Contractor to make the Key Personnel available on an as-needed basis, as Task Orders are issued.
Can the government confirm that the pricing for TORP 1, in Attachment B is for the implementation of Task 1 in the SOW described in the Solicitation?Yes. The Government anticipates issuing a Task Order at time of award of the IDIQ for Task 1.
Section B of the RFQ (p. 7) states that contract types for the individual task orders will fall under one or more of the following, depending on the type, complexity, and urgency of the task order requirement: fixed-price, cost-reimbursement, labor-hour, and time-and-materials. Can the government confirm if TORP 1 is a Time-and-Materials Labor-Hour contract?Confirmed
Is there an incumbent contractor performing similar work for the government today? No. This is a new effort.
Will the Government please confirm that the estimated hours provided in Attachment B are for evaluation purposes only? Section I, 52.216-22 states “The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.” The M.5 Price Evaluation factors seem to contradict the Section I statement. M.5 states “For this award, price evaluation is only applicable at the IDIQ level as proposed in Attachment B – IDIQ Pricing Tab.” Will the award value of the IDIQ be based on the estimated hours in Attachment B? Are those hours to be considered maximums or not to exceed? M.5 further states “IDIQ awardee will receive TORP 01 award base on the proposed price as reflected in Attachment B – TORP 01 tab.” Will the award value of the TORP 01 be based on the estimated hours in Attachment B? Are those hours to be considered maximums or not to exceed? For the determination of an awardee at the IDIQ level, the Government estimated the labor mixes and hours to be necessary and accurate for the requirement. As such, the values within Attachment B are provided to standarize price evaluation. Offerors shall assume these hours are maximum at award, however, the requirement may change/increase during performance and additional hours may be added if it's determined to be within scope. Competitive pricing is only on the IDIQ level while TROP 01 Pricing is for the Government planning to expedite Contract performance. TORP 01 hours and mixed are also the Government best estimate and offerors should considered them to be maximums, however, the Government may considered different values if reasonably justified.
Section 1 states “The Government anticipates that Task 1 TO will be issued at time of award.” If the hours estimate in Attachment B is for evaluation purposes only, how will the Government determine the value of the TORP at time of award? Please see the above response (#7).
Will the Government please provide Proposal Preparation Instructions for Factor 2 – Management Approach, Factor 3 – Technical Approach to Base IDIQ, and Factor 4, TORP 01? These are missing in the current RFP.Presentation of the Technical Approach and/or any other factors not specifically defined by the Government are at the Offeror's discretion. Proposals will be evaluated to assess the degree to which the proposal addresses and defines the offeror's approach and strategy to be employed to fulfull the requirements of the SOW on the basis each of the evaluation factors as set forth in Section M.3, Evaluation of Factors, pages 52-53 of the solicitation.
Given that complete and compliant proposal development is dependent on the answers to the questions above, will the Government please extend the due date for proposals to 30 days from publish of answers? The Government agrees to this request.
Could you please specify which department and bureau exactly the awardee will be working with in terms of the substantive matters of TORP 01 (e.g. C.1 "undertaking research and reporting on national BWC implementation at the direction of the Government")?U.S. Department of State, Bureau of International Security and Nonproliferation, Office of the Nonproliferation and Disarmament Fund
As an independent organisation and executing projects that involve working with partner countries that the US may bar from funding (e.g. due to sanctions). While we would not work with any countries prohibited under US rules under this IDIQ, could you please clarify whether our potential work under this IDIQ could coexist with our work with such countries under separate projects? While we are not ruling out the possibility of such work coexisting, we're not prepared to address hypotheticals; we would have to review specific cases.
Are there any visibility requirements under this IDIQ? For example, would the awardee need to publicise the IDIQ in a certain manner?Pursuant to Federal Acquisition Regulation, Subpart 5.3 entitled Synopsis of Contract Award, upon award of this IDIQ base contract, a notices of award will be published by the Department of State Office of Acquisition Managament as required for procurements valued over the simplified threshhold of $250,000.00. That is the responsibility of the Government, not the awardee.
