About this file

This is an attachment to a Request for Proposal issued by the City of Minneapolis for youth-led climate action projects through the Green Careers Exploration Program. Organizations are invited to submit proposals that partner with youth to develop and implement climate-focused projects addressing community needs. Proposals must include a project narrative not exceeding five pages in 12-point font, single-spaced with one-inch margins, plus a cover sheet and budget. The narrative should address organizational information, participant eligibility and service scope alignment with Minneapolis' Climate Equity Plan, relevant experience and capacity, personnel qualifications, and financial responsibility documentation.

Proposals are evaluated on a 100-point scale distributed across five categories: Organization Information (10 points), Eligibility and Commitment to Scope of Services (50 points), Experience and Capacity (35 points), and Personnel Listing (5 points). Organizations must demonstrate ability to provide meaningful supervision and guidance to youth, ensure project alignment with the city's climate priorities, deliver environmental and sustainability-focused programming, manage funding and budgets effectively, and provide required participant intake and demographic data. Financial documentation is mandatory and must be submitted in one of three formats: a current audit report, most recent 990 form, or board-approved financial statements. Individual question responses must not exceed 150 words each and will be evaluated for quality, thoroughness, and clarity.
