About this file

This file is a Qualified Product Policy and corresponding Qualified Product List (QPL 24) established by the South Carolina Department of Transportation (SCDOT) for manufacturers of elastomeric bearing pads used in concrete bridge projects. The policy outlines mandatory requirements for all elastomeric bearing pad manufacturers seeking to supply products to SCDOT projects, including plain and laminated bearing pad types. Manufacturers must submit a detailed letter identifying company information and bearing types to be fabricated, provide product certifications demonstrating compliance with SCDOT Standard Specifications Section 724 and AASHTO M 251 standards including shear modulus, tensile strength, ultimate elongation, load testing, and bond strength requirements, and submit physical samples of typical products for evaluation. The policy requires that the Department's Structural Steel Engineer be notified at the time bearing pad orders are placed to arrange in-plant inspections.

The QPL 24 lists ten qualified manufacturers authorized to supply elastomeric bearing pads to SCDOT, including D.S. Brown Co., Dynamic Rubber/COSMEC, JVI Inc., Scougal Rubber Corp., TOBI Engineering Inc., Garlock Rubber Tech., BRP Manufacturing Co., and NSP Corp., with manufacturing locations across multiple states including Ohio, Texas, Illinois, Nevada, and Arkansas. After initial qualification, manufacturers must provide certifications with each bearing shipment demonstrating compliance with durometer hardness requirements and applicable standards. The SCDOT reserves the right to conduct facility inspections at any time, require repeat prequalification, or sample and test bearings without notice. Manufacturers must immediately notify the Structural Steel Engineer of any elastomer formula changes and submit new testing results for revised formulations. Inquiries and qualification submissions should be directed to Caleb Gunter, PE, Structural Steel Engineer at the SCDOT Office of Materials and Research in Columbia, South Carolina.

July 1, 2018

SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION

QUALIFIED PRODUCT POLICY

FOR

MANUFACTURERS OF ELASTOMERIC BEARING PADS

1.0 General:

In accordance with Section 724 of the Standard Specification, all elastomeric bearings used in South Carolina Department of Transportation (SCDOT) projects must be produced by a manufacturer/fabricator listed on the most recent edition of Qualified Product List (QPL) 24. This policy outlines the requirements for inclusion on this QPL.

2.0 Initial:

A producer may request to be added to QPL 24 by submitting the following:

2.1 A letter detailing the following:

• Company name

• Company address

• Location of manufacturing facility if different from company address

• Contact information for company representative

• Contact information for quality control manager

• The types of bearing to be fabricated (plain and/or laminated)

2.2 A certification (including test results of typical bearing pad) demonstrating that your product meets the requirements of at least the following:

• SCDOT Standard Specifications, Section 724

• AASHTO M 251

o Shear Modulus of Elastomer o Tensile Strength of Elastomer o Ultimate Elongation of Elastomer o Load Testing per AASHTO M 251, Section 8.8.2 o Bond Strength per AASHTO M 251, Appendix X2 (If producing laminated bearings)

2.3 A sample of your product

• If producing plain elastomeric bearings, submit a sample of a plain elastomeric bearing of typical formulation and workmanship.

• If producing laminated elastomeric bearings, submit a laminated bearing pad of typical formulation and workmanship.

QUALIFIED PRODUCT LIST 24

SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION

Qualified Manufacturers of Elastomeric Bearing Pads

The following is a list of elastomeric bearing pad manufacturers who have satisfied the requirements established in the Departments "Policy for Inspection and Acceptance of Elastomeric Bearing Pads" (Qualified Products Policy 24). In accordance with the aforementioned policy, the contractor will notify the Department's Structural Steel Engineer of the supplier of the bearing pads at the time an order is placed so that arrangements can be made to provide necessary in-plant inspections. All trade names are registered trademarks of the appropriate company.
