About this file

This document is a comprehensive technology inventory and standards reference compiled by South Carolina Department of Social Services (SC DSS) to support the Economic Services System Application Modernization procurement initiative. The inventory catalogs current technologies and versions in use across SC DSS systems including WINS, SCOSA, Benefits Portal, CHIP, and PATS, spanning multiple technology domains such as application development tools, mainframe technologies, middleware and integration platforms, operating systems, database technologies, network infrastructure, and enterprise applications. The document serves as a formal record to inform mandatory and preferred technology requirements in procurement documents, guide technology and architecture standards for enhancements to the social benefits eligibility environment, and support alternatives analysis for major system redesigns such as a proposed Customer Relationship Management (CRM) solution for benefits application status inquiry and support.

The technology inventory reflects SC DSS's current infrastructure investments and vendor relationships, including strategic Microsoft technologies (Visual Studio, .NET, SQL Server, Windows Server, Office 365 GCC G3, SharePoint, and Teams), mainframe systems from Software AG and IBM (ADABAS, Natural, COBOL, z/OS), network infrastructure from Cisco and Meraki, security solutions from Cisco (AMP, Umbrella, FirePower), and specialized applications including OnBase for document management, Jitbit for service desk ticketing, and SolarWinds for performance management. The inventory identifies which technologies are designated as strategic, containment targets, or retirement targets, providing critical guidance for the modernization initiative to determine which existing systems and platforms should be maintained, transitioned, or phased out during the application modernization process.
