About this file

This document is a model contract between the Massachusetts Executive Office of Health and Human Services (EOHHS) and an unnamed contractor for Member Experience Survey Administration, Analysis and Reporting. The contract covers the administration of two primary surveys: a Primary Care (PC) Survey and a CAHPS for CMS Core Measure Set Reporting survey. For each survey cycle from 2026 to 2028, the contractor will survey approximately 15,200 MassHealth members, including adult and child populations across 17 Accountable Care Organizations (ACOs) and 2 Managed Care Organizations (MCOs). The contract term runs from execution through January 8, 2029, with EOHHS retaining the option to extend the contract for up to five additional years.

The contract is funded through state and federal mechanisms, specifically referencing federal financial participation (FFP). While the specific budget is marked "[RESERVED]" in Appendix 1, the contract outlines detailed deliverables including bi-weekly reports, comprehensive workplans, data files, technical reports, and analysis reports. The contractor will be responsible for survey sampling, fielding, data collection, analysis, and reporting, with strict requirements for data privacy, confidentiality, and compliance with federal and state regulations. The surveys aim to assess member experiences with primary care and healthcare services within the MassHealth program, with results to be delivered at state, ACO, and MCO levels.
