About this file
This document is Amendment #1 to a Request for Responses (RFR) issued by the Massachusetts Executive Office of Health and Human Services (EOHHS) for Member Experience Survey Administration, Analysis, and Reporting. The RFR seeks a vendor to administer two specific surveys: the Primary Care Member Experience Survey and the CAHPS for Core Measure Set Reporting survey, which will sample approximately 15,200 MassHealth members across 17 Accountable Care Organizations and 2 Managed Care Organizations. The electronic response deadline is set for August 20, 2025, at 5:00 PM, with an anticipated contract start date of October 9, 2025. The initial contract term is expected to run until January 8, 2029, with potential extensions of up to five additional years.
The procurement includes a Supplier Diversity Program requirement mandating that bidders commit to spending at least 1% of contract sales with diverse business enterprises certified by the Supplier Diversity Office. While specific budget details are marked "[RESERVED]", the contract will be awarded on a fixed-fee basis, with bidders required to propose costs for administering the surveys. The contract will be funded through state and federal mechanisms, specifically referencing federal financial participation (FFP). Bidders must demonstrate financial stability, provide an unqualified audit opinion, and confirm no outstanding liabilities or litigation. The selected vendor will be responsible for producing bi-weekly reports, comprehensive workplans, data files, technical reports, and analysis reports to help EOHHS evaluate programs, identify quality improvement areas, and monitor healthcare marketplace changes.
