About this file

This file is a Task Description Document (TDD) model template for the ARPA-H Comprehensive Organ System Modeling in Outer Space (COSMOS) Innovative Solutions Opening (COSMOS ISO) solicitation.

The template provides instructional guidance for proposers to structure their technical submissions across multiple phases, with each phase containing hierarchically organized tasks and subtasks. Proposers must include an executive summary identifying all tasks and subtasks by phase, along with general and detailed descriptions of objectives and approaches. For each task and subtask, proposers must specify the performance location, primary responsible organization (prime contractor, sub-awardees, or consultants), technical lead/point of contact, and all deliverables to government. Deliverables must align with the technical proposal, cost proposal, and milestone/payment table submissions. The template requires identification of whether work involves human or animal subject research and mandates that milestones be tangible, documented technical achievements with measurable, quantifiable performance criteria rather than vague completion statements. Milestones must include identical numbering and wording across the Technical Proposal (Attachment A.1), Technical Description Document (Attachment A.2), and Milestone and Payments Table (Attachment A.3), with each milestone constituting a single, non-partial payment. Proposers must avoid proprietary information while including quantitative assessments and metrics to track technical progress. The template uses a hierarchical format with Level 1 (task number/title), Level 2 (subtask title/description), and Level 3 (milestone/deliverables), and includes sample formatting and table structures for proposers to replicate in their submissions.

Attachment A.2: TASK DESCRIPTION DOCUMENT (TDD) MODEL

Note: Blue text is instructional and should be deleted in the final document.

Executive Summary Provide an executive summary of the proposal and a list of the tasks and subtasks by Phase that are being described.

For each task/subtask, provide:

A general description of its objective.

A detailed description of the approach to be taken to accomplish it.

Identification of where it will be performed (e.g., at a commercial laboratory; a non-profit site; on the campus of an academic institution, etc.).

Identification (by name) of the primary organization (prime contractor, sub-awardee(s), consultant(s)) responsible for its execution.

Identification of all deliverables (e.g., data, reports, software) to be provided to the government in support of the proposed tasks/subtasks. These deliverables must match those outlined in the technical description document (TDD, Attachment A.2) and Attachment A.3 (Milestone and Payment Table).

Identification of whether it will involve human- and/or animal subject research.

Measurable milestones (A demonstration, event/activity that marks its progress or completion. For example, for an assay to be developed, a milestone stating that “the assay has been validated” is not sufficient; instead, it should specify quantitative performance criteria, such as “the assay achieves at least 95% sensitivity and 90% specificity.”) The tasks identified, and associated milestones, must be cross-walked to the Cost Proposal submission requirements as well.

Ensure the tasks and subtasks identified are also listed within the spreadsheets found under the tabs entitled “PH – By Task” of the appropriate Cost Workbook. There is a spreadsheet for each Phase of this effort within each Workbook.

1. Milestones: Milestones are tangible deliverables or documented technical achievements submitted to ARPA-H for review and constitute the basis on which payment for work is made to performer teams.

· These should be present with identical numbering and wording in the Technical Proposal (Attachment A.1), Technical Description Document (Attachment A.2), and Milestone and Payments table (Attachment A.3).

· Payable milestones constitute a single payment. Partial payments are not possible. Proposers should structure their payable Milestones such that the associated deliverables will be complete at the time of submission.

· Attachment A.3 should also include the amount of payment requested at each milestone delivery.

· Monthly milestones are strongly encouraged

Format For each Task, reproduce the below comments and table:

Each task narrative should cover the items detailed in Section 1

· Level 1: Task Number, title

· Level 2: Subtask Title and Description

· Level 3: Milestone and Deliverables for the subtask Task Example Task 1: Generate a sandwich

Subtask 1.1: Acquire 2x “bread” slices of appropriate composition
Subtask 1.2: Acquire and apply preferred drupe or seed paste to one slice

Subtask 1.3: Acquire and apply preferred sugar-containing edible hydrogel to one slice Subtask 1.4: Assemble the slices in a horizontal stack, with accessorized surfaces pointed inward Deliverable(s): 1 Sandwich

Additional Notes Within each of the tables, provide the information requested. Add tables as needed for individual tasks.

DO NOT include proprietary information.

DO include quantitative assessments and metrics to track technical progress leading up to milestone completion(s) These tables should mirror the Task and milestone structures laid out in the COSMOS TDD (APPENDIX A.2) and in the Milestone and Payment Table (Attachment A.3).
