Central Service Area Standard Operating Procedures Hazardous Energy
Procedures for Working on Hazardous Energy Sources
Scope:
This work activity will ensure proper safety control measures are undertaken for hazardous energy sources (i.e. electrical) and the associated programs and procedures associated with mitigating the hazard are strictly adhered.

· Electricians Gloves
· Lockout/Tagout Kit consisting of keyed locks, hasps, voltage indicator, LOTO checklist, LOTO signs, nylon ties and LOTO tags
· Other devices, as necessary, to lockout equipment
· Grounding sticks
Training:
All work impacts to hazardous energy sources is a regulated activity. Employees engaged in this type of activity need to be trained per 29 CFR §§1910.147 and FAA Order 3900.19B.
Procedures:
1.
All FAA and Contractors Lockout/Tagout (LOTO) programs shall be in compliance with all FAA Programs and Policies for that SMO Office. Prior to implementation of any group LOTO plan, the procedures shall be reviewed with all personnel affected or authorized by the group LOTO event. One authorized employee shall coordinate with the FAA SMO personnel for all group LOTO events.
2. Review all LOTO procedures specific to the equipment being serviced.
3. Identify power source and determine type of lockout device required to properly lockout the equipment.
4. Apply lockout device (i.e., hasp, valve cover, plug lock, circuit breaker lockout, etc.) to prevent it’s operation during service.
5. Each employee shall affix his or her lock and tag to the equipment cover, door or valve being serviced. No employee shall be allowed to remove another employee’s lock or tag.
6. If needed, discharge any stored energy remaining in the equipment (i.e., transformers or regulators) utilizing a grounding stick.
7. Equipment shall be turned on to ensure no power is remaining to activate equipment prior to commencement of work activities.
8. Voltage shall be checked prior to any work commencing to ensure all energy sources have been properly locked out.
9. Once service is completed, employees shall remove his or her own lock or tag when their part of the operation is completed.
10. When service or maintenance will involve more than one shift, members of the off-going shift shall remove their locks and/or tags as the members of the on-coming shift applies their locks and/or tags.
11. When equipment has room for only one lock, the coordinator of the procedure will place the lock on the equipment and place the key in a locked receptacle. Each employee shall affix his or her lock to the receptacle.
