ZHU Chiller Replacement - Questions from Houston pre-bid site visit held on 8/10/22
1. Does the FAA have a preferred detailed price breakdown form the contractor is to utilize for the proposal? If so, please provide a copy for use by the offerors.
FAA Response: FAA will not provide a price breakdown form for the ZHU Chiller Replacement Project. Offerors shall submit pricing in their proposal as outlined per solicitation NO. 697DCK-22-R-00401.
1. Please confirm there are no items requiring abatement or remediation (lead, asbestos, etc).
FAA Response: Confirmed. Abatement and remediation of the ZHU chiller room and all adjacent spaces are not within the scope of this project. Abatement details will be supplied to the awardee upon request.

FAA Response: A detailed price breakdown is only required for the base bid items.
1. This project has a considerable amount of new Chilled Water & Condenser Water Piping installation in the form of new headers running the length of the mechanical room for each system. However, the plans indicate the POCs for the new work but the line weights for the piping make it appear the new headers for each system are existing. Please confirm new chilled water and condenser water headers are to be installed running the length of the mechanical room. Can revised mechanical floor plans be provided with all the new work annotated with heavy line weighs?
FAA Response: Limits of work with regard to the chiller piping are further defined in Amendment NO. 1. Chiller piping that is located between the chiller and the isolation valves for that chiller are within scope.
1. Assuming new chilled water and condenser water headers are to be installed, under what bid option are we to include this work as it effects the entire chilled water plant. Would the FAA consider an additional CLIN for this work?
FAA Reponse: Replacing the headers is not within the scope of this project.
6. Please confirm the existing pumps are existing to remain and not to be replaced under this contract.
7. If pumps are to be replaced, which pumps are scheduled for replacement?
FAA Response: Pumps are not within the scope of this project.
8. Are temporary partitions required during construction? If so, can a wall detail be provided?
FAA Response: Temporary partitions are required only at locations not secured from Air Traffic operations. The chiller room is secured from air traffic operations. If barriers are erected, as directed by the COR, they shall be constructed as to prevent entry of personnel not essential to the construction effort.
9. Are there known environmental hazards that need to be abated in performance of this work such as lead, asbestos, PCBs, etc.?
FAA Response: Refer to response to question 2.
10. Please confirm the existing exhaust fan is existing to remain.
FAA Response: Exhaust fans are not within the scope of this project.
11. Please confirm all ductwork shown on the plan set is existing to remain.
FAA Response: Ductwork is not within the scope of this project.
12. Please confirm the existing CLFs and Switches in the Essential Bus Switchgear are existing to remain and be utilized to power the new chillers.
FAA Response: CLFs and Switches in the Essential Bus Switchgear are not within the scope of this project.
13. If new switches and fuses are to be provided in the Essential Bus Switchgear, please provide the make and model of the existing switchgear.
FAA Response: CLFs and Switches in the Essential Bus Switchgear are not within the scope of this project.
14. Electrical demo plans only show demolition from the disconnect at chillers 500 & 400 to each chiller’s POC. When comparing the Demo & New Single Line Diagram, the feeder size for Chillers 400 & 500 have changed. The same situation also exists for Chillers 300 & 200. Additionally, Chiller 100 isn’t shown on the Demo single line but is shown on the New Work Single line diagram. Is the contractor to demolish the feeders to Chillers 500, 400, 300, 200 and then replace with new? Is a new feeder to be provided for Chiller 100? The extent of the electrical work isn’t abundantly clear.
FAA Response: New Chiller basis of design was selected with the intent of using the existing feeder sizing. Replacing feeders is not within the scope of the project, however contractor shall replace the electrical to the disconnect and provide new heavy duty disconnects. Refer to Amendment No.1 for further clarification.
15. Can the make and model of Panel PP-MOV be provided?
FAA Response: Refer to photos, Amendment No.1.
16. Are the existing feeders for Pump P-1E, P-1A, P-1B to be provided as new?
FAA Response:
17. Are the breakers in MCC-A, MCC-1A, & MCC-1B to be provided as new? If new breakers are to be provided in these MCC’s please provide the make and model.
FAA Response: Pumps are not within the scope of this project.
18. Considering ZHU is a critical facility and operates 24/7, replacing the CWS/CWR isolation valves will require the chilled plant to be shut down, headers drained, valves replaced, and the chilled water system refilled for each phased of chiller replacement. This will undoubtedly disrupt facility operations. Does the FAA prescribed period when this disruptive work can be performed? Does the FAA have a proposed work sequence that will allow this work to be performed without disruption to the facilities chilled water plant?
FAA Response: Headers will not be drained. Contractor shall install hot tap fittings with a new valve (submittal required), which will allow for the replacement of the existing isolation valves. A detailed hot tap construction plan shall be submitted and approved prior to proceeding. Hot tapping activities will be allowed to occur at times of least impact to facility operations, during 3rd shift hours.
19. In Scope Clarification item #8 there appears to be typo in the statement. Please confirm only mechanical equipment with an asterisk “*” next to it will require replacement.

20. Considering the above statement to be true, is the piping on the existing pumps going to be modified?
FAA Response: Pumps are not within the scope of this project.
21. Are the condenser water supply/return isolation valves to be removed and replaced?
FAA Response: Yes, refer to response to question 17.
22. Are there pictures of the space to verify how the chillers would be removed from the space and the new chillers set in place?
FAA Response: Photos were provided to allow visual insight to the offerors not in attendance at the pre-bid site visit.
23. Who does the owner want for controls on this project?
FAA Response: Schneider Electric, refer to Amendment No. 1.
24. Does the Estimated Project magnitude between $800,000 and $1,300,000 include only the Base Offer Item 0001 Replace Chiller 400 and Base Offer Item 0002 Replace Chiller 500?
FAA Response: Estimated Project magnitude between $800,000 and $1,300,000 includes only the Base Offer Item 0001 Replace Chiller 400 and Base Offer Item 0002 Replace Chiller 500.
25. Does the Estimated Project magnitude between $800,000 and $1,300,000 include the Base Offer Item 0001 Replace Chiller 400 and Base Offer Item 0002 Replace Chiller 500, plus Item 0003 Option 1: Replace Chiller 200 and Item 0002 Option 2: Replace Chiller 300?

26. Does the 20% offer amount of the proposal guarantee bond apply only to the Base Offer?
FAA Response: 20% offer amount of the proposal guarantee bond applies only to the Base Offer.
27. Does the 20% offer amount of the proposal guarantee bond apply to the Base Offer plus Option 1 and Option 2, even though Option 1 and Option 2 may not happen?
FAA Response: Refer to response to above question.
28. What does FAA consider to be the “Total Offer Amount”? All four chillers, or just the base offer?
FAA Response: Just the base offer.
29. FAA is Tax Exempt. Does FAA intend to provide the contractor with a Tax Exempt Certificate?
FAA Response: The FAA does not have a Tax Exempt Certificate. See AMS Clause 3.4.2-8 – Federal, State, and Local Taxes – Fixed Price Contract.
30. Regarding insurance, does the FAA expect to be added as “Additional Insured”?
FAA Response: Yes.
31. What is the FAA expectation for “providing all necessary insurance coverage”?
FAA Response: See all insurance requirements as stated within the contract document.
32. Is the Houston Air Route Traffic Control Center, where the work shall take place, Federal Government property where building permits are not required, or is the property City of Houston property subject to City of Houston building permits and City of Houston inspections?
FAA Response: Work within the scope of this project will occur on Federal Government property.
33. Please explain what FAA expects a “temporary field Office” to be.
FAA Response: A temporary field office is a facility intended for the superintendent and other GC personnel. Contractor is not expected to provide a working space for FAA personnel.
34. Please explain what FAA expects “temporary bathroom facilities” to be.
Also separate facilities for FAA personnel and contractors?
FAA Response: Contractors will not be permitted to use FAA restroom facilities and must provide their own.
35. Is FAA expecting to receive a “Safety COVID Plan” in writing as part of the project documentation?
FAA Response: FAA is not expecting to receive a COVID Safety Plan.
36. Will FAA provide a storage and laydown spot within the site?
FAA Response: Contractor should expect to provide storage for materials that must be protected from the elements.
37. Should it be necessary, will FAA allow the placement of a storage container at the site during the performance of the chiller replacement work?
FAA Response: Yes.
38. Regarding clearances and badges, will crane personnel and supplier drivers be required to have them?
FAA Response: Crane operating permit will not be required. Badging is only a requirement for GC primary personnel. Escorting can be provide to other personnel by badged contractors.
39. Will FAA consider changing the POP? York is estimating approximately five months ARO for the production of chillers 400 and 500 and 180 calendar days ARO is not a realistic time given the current supply chain disruptions and production shortages for critical manufacturing components.
FAA Response: According to York, alternative suitable chillers with shorter lead times may be available. POP is negotiable providing adequate justification.
40. Are the existing feeders for Pump P-1E, P-1A, P-1B to be provided as new?
FAA Response: The chillers pumps and their feeds are not within the scope of this project.
