About this file
This document is a Request for Proposal (RFP) from the Arizona Department of Environmental Quality (ADEQ), Solicitation No. BPM006379, for Capacity Development/Technical Assistance to Small Public Drinking Water Systems. The RFP includes Attachment 11, which provides references from Mogollon Water Management, detailing their work with three small drinking water districts/companies in Arizona: Pinedale Estates DWID, Clay Springs DWID, and Voyager at White Mountain Lakes Water Co.
The references demonstrate Mogollon Water Management's expertise in providing comprehensive water system management services, including monthly operations and maintenance, funding acquisition, system upgrades, and regulatory compliance. For each client, the company has secured significant funding (ranging from $845,000 to nearly $2 million), addressed critical infrastructure challenges such as water contamination, system inefficiencies, and regulatory violations, and implemented improvements like well rehabilitation, meter replacements, remote monitoring systems, and asset management plans. The services consistently focus on improving water quality, reducing water loss, enhancing system efficiency, and ensuring long-term sustainability for small public water systems.

Pinedale Estates DWID, a small community of just 86 homes, faced a severe crisis when its water system was abandoned and condemned by a former private owner/operator. The community was left with a defective well and water with selenium concentrations exceeding the maximum contaminant level (MCL) by eight times. Thanks to our efforts, Pinedale Estates has been awarded nearly $2 million in funding from multiple sources. This funding will enable the construction and acquisition of two new wells and a new gravity storage tank, which will completely revitalize the water system, providing the community with clean, reliable water and a resilient infrastructure featuring multiple levels of redundancy. In addition to spearheading these critical improvements, Mogollon Water Management is overseeing the monthly operations and maintenance of the system to ensure its continued functionality and long-term sustainability.
List key Materials or Services provided.
Services: Monthly Operations and Maintenance, Funding Securing and Management for the construction and acquisition of two new wells, installation of a new gravity storage tank, rehabilitation of an existing well, installation of 5,000 feet of new main line. Mogollon Water Management has played a crucial role in advancing the Clay Springs water system by raising over $845,000 for various initiatives from different sources. This funding, managed by MWM, supported the development of an Asset Management Plan, which included a comprehensive engineering review of system conditions, future needs, and revenue shortfalls. MWM also led efforts to comply with Lead Service Line Inventory requirements, securing funding from the Water Infrastructure Finance Authority (WIFA) to excavate and inspect service lines, ensuring both compliance and safety. To address high water loss from substandard lines, he obtained additional WIFA funding to replace these outdated pipes, enhancing system

Voyager at White Mountain Lakes faced a significant challenge when its owner/operator passed away, leaving the system without management or historical data. At that time, the system had 21 ADEQ violations, experienced 30% water loss, and operated with only one of its four production sources online. In just over a year, Mogollon Water Management has helped the system to achieve full compliance, we restored all production sites, and secured funding to replace all meters to address the water loss. This includes a Water Conservation Grant Fund project that we recommended and spearheaded, which will replace all customer and production meters with smart meters for real-time leak detection and communication at no cost to the system.
Additionally, the project covers the purchase and installation of SCADA remote monitoring at four production sites and a drone survey and mapping of the system.
