TDP PROCESS FOR CONTRACT OPPORTUNITIES

Note: When sending Futures Command or ACC-RI Contract Opportunities questions, please provide detailed information in any email correspondence. i.e. Solicitation Number in the Subject, any attachments we might need to access (encrypt if drawings), names and CAGE code of the person/s you are referring to and what company they work for.

TDP Step-by-Step Outline Contract Opportunities Home page How to make drawings available to Vendors.

To enable Vendors access to TDPs electronically, a Notice/Solicitation MUST be initiated for all hardware requirements involving TDPs, regardless of the dollar value in Contract Opportunities within https://beta.sam.gov/; Oral Solicitations are not exempt.

Using this process allows FUTURES COMMAND ensure TDP’s are available securely within Contract Opportunities to qualified personnel.

The Specialist receives an email stating the need to start the Procurement Package Process – this package normally includes the drawings.

The Specialist reviews the drawings – This includes making sure each has a proper distribution statement included in each drawing. No matter how insignificant you feel the drawing is, it must have a distribution statement.

The Specialist creates a draft Notice/Solicitation within Contract Opportunities found here:

The Specialist fills out a TDP Upload Request form:

Note: Within the form, it is important to put an “X” in the correct boxes at the top of the form – if they don’t apply, please leave them blank.

Here are some of the questions to ask yourself:

Does it have a License Agreement?

Is it Export Controlled?

Does it require an NDA other than the one provided in the DD2345?

If you feel a separate NDA is needed to coincide with the one on the DD2345 form the Vendor signs or are being told by your PM one is needed, please contact Christian Allen – x1416 for more info.

Is it restricted to a Sole Source or Limited Competition?

What type of Distribution Statement is it: A, B, C, D, E or F? Please view PDF below to review what the distribution levels mean.

Please fill out the rest of the form with as much information as you can put into each block.

For the Solicitation numbers, please use dashes, I.E W52P1J-20-P-0050.

DO NOT use the word “PANROC”, use their associated DoDAAC W52P1J or W9098S.

(For example PANROC-20-P-000-005001 would be condensed to W9098S-20-P-5001)

The “Remarks/Additional Instructions box already has information in it. This is meant to assist you in filling out this form, please delete the original remarks and replace with them any pertinent information you deem necessary for Mr Sparks, Mr Carpenter, Christian Allen & Glory Barnes. If there are none, just delete and leave blank.

NOTE: Regardless of distribution statement, if your solicitation has engineering exception data, do NOT include it in your solicitation. Provide exception data as a separate encrypted email to Robert Sparks and Steven Carpenter.

Futures Command will upload any drawings to your draft Solicitation you created regardless of its Distribution level.

Futures Command will send the Specialist a confirmation email the drawings were uploaded.

The Specialist will release (make public) the Solicitation to https://beta.sam.gov/

The Vendor will request access to any Controlled Documents.

The Vendor must be the Data Custodian (DC).

Systems Admin goes into Contract Opportunities once daily (more if needed) to check the Controlled Document Requests. This timeframe could lengthen during Holiday periods or times of sickness.

Admin finds Requests and begins the vetting process to determine if requestor is DC.

Approval – Admin clicks the approval button which generates a beta.sam.gov system email to Vendor letting them know to log into their account to see what their new status is.

Rejection – Admin places a detailed reason for rejection within Request and clicks “Reject”. This sends a system generated email informing the Vendor to “sign in” to view their status. Only when they sign in do they see the actual rejection wording. This detailed message tells them what they need to do if they want access to Controlled Documents.

The Vendor downloads the drawings if approved.

Note: the Vendor must use the “Download All” feature to gain access to all drawings.

This ensures no one has random access to the Controlled Documents any longer.

The above is a prefilled out email, just input your Solicitation number in the Subject (not the Award Contract number) and place your email signature block at the bottom and hit send.

There are several things you can do in your Workspace, but for this training, we will focus on how to see Vendor Requests for access to drawings.

To search for a Vendor Request, input the Notice/Solicitation number in the “Search Requests” box below – Be sure to use dashes. Some may not have dashes, most do. If it can’t find it, take them out.

Note: By choosing the “Opp Attachment Request” (OAP) and not selecting one of the three – Pending, Approved or Rejected, you will see all requests. You can narrow those down choosing the OAP and one of the three to see each field individually.

Click the OAR placing a check in the box. Each OAR is an action from a Vendor to access Controlled Documents (drawings).

Note: By only selecting the OAR and no status’s, you see all requests in one page. Note this particular Solicitation has 124 results.

This shows how you can see who approved or rejected the OAR

Pending Requests – None at this time.

Approvals – 117 currently.

Rejected Requests – only 7 here.

By clicking on a Rejected request – in this case – Ramesh Mehta you’ll be able to see why they were rejected on the following slide.

Our response as to why Ramesh was rejected (use the scroll bar to read it in its entirety). Ramesh wasn’t the Data Custodian, this is our most common rejection.

Appendix Home page

How to download drawings from JMC’s website, mainly for AMMO use only.

TDPs for ammunition are available via the US Army’s ARDEC website located at Picatinny. Follow instructions to register for an account as shown in the next Slide (13).

This repository is a mirror of what is uploaded in FBO for your solicitation. Using this website allows you to see the same TDP’s that are on FBO.

If you are unable to find your TDP in the repository, contact ARDEC-RI, Robert Sparks – x8213 – robert.p.sparks.civ@mail.mil for assistance.

Lucent Technologies’ LT Viewer has been added as standard mission software to ACC-RI. This software allows us to view TDP drawings (.C4 extension files) and is Army Gold Master (AGM) certified software. If you need the software on your computer, you must contact Derick Burton - derick.s.burton.civ@mail.mil or Tony Meenan - anthony.a.meenan.civ@mail.mil. The timeframe to get installed on your machine is normally 2-3 business days.

Note: This website is mainly for AMMO use only.

Once your account has been activated:

Proceed to the website: https://edata.pica.army.mil/JMC/ and log in

If you do not have an account click on account request, follow instructions, fill out form and return to POC listed.

Select “View List of Folders Posted on the inTRAnet for Review”

Select the appropriate distribution and click the “View List” button

Find and click on the PRON associated with your solicitation and TDP

You can use Ctrl+F and search by PRON, Part No etc.

Select Download Tech Data (TDP)

Select “Download TDP Now”

A window will pop up. Next click on “Save” and select a folder where you can easily access it. Please note the name of the file to be saved.

Once download has been completed, select close. Now you may pull file in PCF or burn a copy on CD for your contract file. Please make sure to follow all security aspects/concerns associated with the classification level of the TDP!

To unzip your TDP, please access the folder where the file is stored and double-click on the file.

Next a window will pop up select Continue

Select a folder where you want to extract/unzip the files and click OK

The files have been unzipped to your selected folder. Click OK

Change Notices & Letters of Exception

Nate – Not sure what to say here….why do they need/care about this one?

How to post FUTURES COMMAND ECPs, Navy Change Notices (CN), and Air Force Letters of Exception (LOE) that are not on/on a Solicitation:

Contract Opportunities is the preferred method for sharing TDP changes with Contractors post award. This is the more secure method because the contractor has already had their credentials validated to receive TDPs.

Pre-Award TDP Changes not on Solicitation:

Futures Command will update the TDP file in the JMC Online TDP Website.

Futures Command upload a revised Section C (CN or LOE) to the Sharepoint site.

The Specialist will forward the Section C (CN/LOE) with all signatures redacted, to Robert Sparks and Steven Carpenter at Futures Command along with the TDP Upload Request form (Slide 4) when they are ready be uploaded to Contract Opportunities.

Post-Award TDP Changes on Solicitations:

Futures Command will update the TDP file in JMC Online TDP Website.

Futures Command upload a revised Section C (CN or LOE) to the Sharepoint site

The Specialist will forward the Section C (CN/LOE) with all signatures redacted, to Robert Sparks and Steven Carpenter at Futures Command. The CS must instruct the FUTURES COMMAND POCs to re-upload the TDP, if the TDP content was changed.

As a last resort, an alternative tool is available on the web called AMRDEC SAFE. It can be used to deliver ECPs, Change Notices, and Letters of Exception (2GB limit). SAFE IS NOT INTENDED FOR USE FOR CLASSIFIED DATA! Use of SAFE will be performed by the FUTURES COMMAND POC’s – Robert Sparks or Steven Carpenter. Do NOT share these documents with contractors via email.

TECH DRAWING PROGRAM

Basic understanding of what the Tech Drawing Program is and why it exists.

What is the Technical Drawings Program?

The Program was established in 1984 under DoD Directive 5230.25

It provides security for sensitive documents (Drawings) that do not fall under the USG’s Classification Program, but still require protection.

Designed to protect US and Canadian interests for Military development from those who would like to affect our ability to stay at the forefront of military technology

DISTRIBUTION STATEMENTS

Basic understanding of what the Distribution Statements are and why they exist.

What are Distribution Statements for Drawings and why do we use them?

Distribution Statement are used on Drawings to provide a standard of security for drawings used in the United States and Canadian Governments.

Establishes a standard framework and markings for managing, sharing, safeguarding, and disseminating technical documents in accordance with policy and law.

Distribution statements will be shown on the title page and front cover, and SF 298, where applicable. Portions or pages of a document may have different distribution statements that would govern their distribution, if separated from the main document. The most restrictive distribution level in the document, applies to the document as a whole.

i.e – if you have a 30 page document and every page is Distribution level “A”, but one is “D”, then all 30 pages are now Distribution Level “D”

The most common Distribution Statements for ACC-RI are:

A – Approved for public release: distribution unlimited.

B – Distribution authorized to US GOV agencies.

C – Distribution authorized for US GOV agencies and their contractors.

D – Distribution authorized to DOD and US DOD contractors.

EXPORT CONTROL

Basic understanding of what Export Control is and why they exist.

Export control means access to those types of document/s are restricted to Companies that reside within the US and Canadian borders only.

Most Distribution “D” Documents we deal with at ACC-RI are Export Controlled.

Some Distribution “C” Documents are also Export Controlled.

Export Controlled Documents will be marked as such near the Distribution Statement on the drawing.

Here is an example of a Distribution D Level document that has a Export Control warning label. Note the following Slide has a close up of the Warning

DATA CUSTODIAN

Basic understanding of what a Data Custodian is and why they exist.

The Data Custodian DOD 5230.25 and the Joint Certification Program (JCP) require a Data Custodian to be; an individual within a specific company that can represent their company by being the central POC for Controlled Documents (TDP).

JCP uses their DD2345 to identify them as Data Custodians by placing their CAGE code in the JCP Database.

The Data Custodian must reside within US and/or Canadian borders.

Only a certified Data Custodian can gain access to drawings with Contract Opportunities.

Why is it so vital only the DC gains access to Controlled Documents?

We, the USG, can hold the DC accountable for misuse of data per DoD5230.25 if necessary

If we approve a individual not listed as the DC, and they misuse or improperly distribute the data, we, the USG, cannot hold them accountable because we knowingly gave them access.

Once the DC gains access to the drawings, they are responsible to maintain strict control over them as laid out by JCP directives and the DoD 5230.25

Those controls as follows: (but not limited too)

The can give the drawings to Sub-contractors if desired.

They can give them to anyone in their Company as long as they reside in the US and Canadian borderers

They cannot give them to anyone outside the US and Canadian borders.

Doesn’t matter if that company has a satellite office in Germany or Japan, they cannot give them someone outside the US and Canadian borders.

The MUST destroy the drawings once they are done with them or didn’t win the award. They are not allowed to keep them for future endeavors.

There is a rare procedure where a Company outside the US and Canadian borders CAN get access to drawings, but it’s a long process.

They must contact the US State Department to gain approval access to view said drawings

They must get a US or Canadian to partner with to view the Drawings.

They partnered Company must have a qualified DC and he/she must request access to see the drawings.

The DC then gives the drawings to the overseas contractor.

DD2345

Basic understanding of what a DD2345 is and why it exists.

BLANK 2345 – Vendor form they fill out and send to JCP for certification Please open to associate the following:

CAGE code location – (2)d.

Data Custodian (3) must match signature in (6).

Blocks (8) and (9) must be signed, or its not official.

Very common to have a Vendor send you a DD2345 like this. They think this is all they need to do. Without those signatures, its just a piece of paper anyone could fill out. The signatures represent certification.

1. DIMENSIONING AND TOLERANCING SHALL BE INTERPRETED IN ACCORDANCE WITH

ASME Y14.5-2009.

2. SURFACE ROUGHNESS IN MICRO INCHES SHALL BE INTERPRETED IN ACCORDANCE

WITH ASME B46.1.

3. SURFACE ROUGHNESS SHALL BE UNLESS OTHERWISE SPECIFIED.

4. MARK WITH NAWC CAGE CODE - PART NUMBER, AND CONTRACT NUMBER IN

ACCORDANCE WITH SAE AS478-2A2 ALONG WITH MARKING REQUIREMENTS STATED

IN SAE AMS 6400.

5. MATERIAL SHALL BE 4330V STEEL IAW SAE AMS6427. ALTERNATE MATERIAL MAY

BE IN ACCORDANCE WITH SAE AMS6411.

6. FORGING SHALL BE PRODUCED IN ACCORDANCE WITH SAE AMS 6400 AND

DELIVERED IN THE NORMALIZED OR NORMALIZED AND TEMPERED CONDITION.

7. EACH FORGING SHALL HAVE 2 PROLONGATIONS INCLUDED IN THE FORGING DESIGN

TO BE USED FOR MECHANICAL PROPERTY TESTING. PROLONGATION DESIGN AND TEST

SAMPLE LOCATION (1/4Tc) SHALL BE IN ACCORDANCE WITH ASTM A668 FOR CLASS N

FORGINGS. TEST SAMPLES SHALL BE TAKEN IN THE L-T ORIENTATION.

PROLONGATIONS SHALL BE CUT FROM THE FORGING AND SHALL BE SHOWN ON THE

CONTRACTORS FORGING DRAWING.

- ONE PROLONGATION SHALL BE SECTIONED AND QUENCHED AND TEMPERED IN

ACCORDANCE WITH SAE AMS 2759/1 BY THE FORGING PRODUCER TO VERIFY THAT

THE FORGING PROCESS UTILIZED WILL MEET FINAL DESIGN REQUIREMENTS.

- THE SECOND PROLONGATION SHALL REMAIN WITH THE FORGING FOR MECHANICAL

PROPERTY VERIFICATION OF THE FINISHED COMPONENT.

8. TENSILE REQUIREMENT IS 130KSI MINIMUM YIELD STRENGTH AND 15% ELONGATION

TESTED IN ACCORDANCE WITH ASTM E8/E8M. FRACTURE TOUGHNESS (KIC) SHALL BE

MEASURED IN ACCORDANCE WITH ASTM E399 WITH A MINIMUM REQUIREMENT OF

100KSI-SQ-RT-IN.

9. EACH FORGING SHALL BE 100% ULTRASONICALLY INSPECTED IN ACCORDANCE

WITH SAE AMS 2630 TO CLASS A1 REQUIREMENTS IN ADDITION TO THE SURFACE

INSPECTION REQUIREMENTS OF SAE AMS 6400.
