About this file
This document contains a draft solicitation and attachments for a Workboat Docking opportunity with the Department of the Navy Naval Sea Systems Command. Offerors are required to submit Attachment 2, the Specification Response Matrix, providing vessel specifications and performance parameters for their proposed designs. The matrix requires responses for items such as vessel length, beam, draft, fuel capacity, speed, and stability criteria. Offerors must indicate whether their design complies with or takes exceptions to the specification, providing rationale for any exceptions. The draft solicitation is not yet an active RFP but rather seeks industry feedback on the documents in anticipation of a future formal solicitation. No proposals or responses are being solicited at this time.

| SPECIFICATION RESPONSE MATRIX |
NOTES & INSTRUCTIONS:
Offerors to submit Attachment 2 as a response for parameters identified in the Specification (See Attachment 1).
1. Where specific parameters or other technical information are required in the Specification (indicated by red text in the Specification), Offerors shall fill in the specific parameters/information for their proposed design for each boat configuration (as applicable) in this attachment and include supporting data in Vol I as directed. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.
2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.
3. A response is required for each Specification section identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).
