1.0 Contract Project: YORK Rooftop Unit Replacement at NCAPP

2.0 Location: USDA APHIS PPQ FO

National Center for Applied Plant Protection
9901 Power Mill Rd.
Laurel, MD 20708

3.0 Project Background: USDA’s APHIS National Center for Applied Plant Protection, Plant facility (NCAPP), a.k.a. Building 580, performs research activities related to agricultural crop diseases and mitigation. The NCAPP campus comprises several buildings constructed at different times. The first buildings which make up the facility were the Headhouse and the Greenhouse connector that were built to serve the greenhouses. The Virology Laboratory was constructed in 1986. The addition of the high-security building to the north of the Virology Laboratory and the plant inspection station and breezeway leading to the headhouse were constructed in 1999.

We have a York DR180 rooftop unit, an air-cooled packaged unit with capacities ranging from 15 to 25 nominal tons, supplying conditioned air to the Plant Inspection Station and Plant Pathogen Confirmatory Diagnostics Laboratory. It’s 25 years old and has exceeded its operational life. The scope of this project is to replace the RTU with a unit of comparable performance.

4.0 Project Scope:

4.1 Removal of Existing Unit: This includes not limited to disconnecting utilities (electrical, gas, refrigerant, etc.), removing the old unit from the roof and disposing of it properly. site-specific conditions, such as roof access, crane placement, and any potential obstacles.

4.2 Installation of New Unit: Including setting the new unit on the roof (potentially on a new or existing curb), connecting utilities, and ensuring proper sealing and weatherproofing of connections. Equipment should be comparable with size, capacity, tonnage, airflow, heating cooling etc.

4.3 Building Codes and Standards: International Building Code, local codes and industry standards (e.g., ASHRAE).

4.4 Safety Requirements: Safety procedures, including lockout/tagout procedures, fall protection, and personal protective equipment.

4.5 Duct Work Modifications: Modifying existing ductwork to connect to the new AHU or installing new ductwork, including connections to supply and return vents.

4.6 Electrical Work: Disconnecting and reconnecting wiring, potentially installing new electrical components (e.g., disconnect switches, wiring), and ensuring proper grounding.

4.7 Controls Integration: Ensuring integrating the new AHU with existing building automation systems with BACnet capabilities and working with current BAS contractor.

4.8 Refrigerant Piping: If applicable, this includes connecting refrigerant lines, potentially using existing building penetrations, and ensuring proper insulation of the lines.

4.9 Testing and Commissioning: Testing the new AHU to ensure it meets performance requirements (e.g., airflow, temperature, pressure) and commissioning it with the manufacturer's representative.

4.10 Training: Providing training to building staff on the operation and maintenance of the new AHU.

4.10 Warranty: Specifying the warranty period for the new AHU and its components.
