About this file
The document is a Request for Information (RFI) for a USDA-Animal and Plant Health Inspection Service construction project to replace an air handling unit at the National Center for Applied Plant Protection in Laurel, MD. The solicitation (Number 12639525R0023) is set aside exclusively for small businesses in the NAICS code 238220, with a size standard of $19 million and an estimated project value between $500,000 and $1 million.
The RFI contains three specific technical inquiries: 1) confirmation needed about the location and installation of an electrical service disconnect for the new unit, 2) clarification on whether the contractor must carry the Building Automation System (BAS) contractor for integration, and 3) requirements for certified air balance of the entire duct system, noting a lack of existing system design drawings. The contracting officer for this opportunity is Jim Roloff, who can be contacted at james.g.roloff@usda.gov, and interested parties are responsible for monitoring the site for potential amendments.

RFIs and Responses
1. There is currently no service disconnect located at the unit. The electrical service disconnect is located down in the mechanical room. Please confirm if we are to install a service disconnect at the new unit.
Currently there is a service disconnect on the RTU. If the new unit does not have an integral service disconnect, then one will need to be provided of the proper size.
1. Please confirm if we are required to carry the BAS contractor to integrate the new unit or if the customer is carrying that cost.
The successful contractor must provide for this.
1. Are we expected to provide certified air balance of the entire duct system and if so, are there drawings showing system design CFM to all the areas?
To ensure the system delivers the specified amount of air at the correct temperature and humidity to each space, it will be required to complete an air balance on the new system. We do not have drawings.
