About this file
This document is a Request for Information (RFI) for a USDA-Animal and Plant Health Inspection Service construction project to replace a rooftop air handling unit at the National Center for Applied Plant Protection in Laurel, MD. The solicitation is set aside exclusively for small businesses under NAICS code 238220, with a size standard of $19 million and an estimated project value between $500,000 and $1 million.
The RFI contains detailed technical clarifications, including confirmation that project roles (Superintendent, SSHO, and QC Manager) can be combined with limitations, no phasing requirements exist, and the 90-day performance period can be extended if equipment lead times require. Key technical details include contractor responsibilities for temporary power, crane placement coordination, roof penetration maintenance, potential supplemental steel support, and coordination with the existing Building Automation System (BAS) contractor. The contractor will be responsible for various technical aspects such as factory start-up, staff training, and ensuring compatibility with existing building infrastructure.

1. Are there any phasing requirements for completing the RTU replacement?
No
1. If the building remains occupied, how many people will be in the Plant Inspection/Diagnostics Laboratory during construction?
1. Are temporary heating/cooling requirements expected during RTU replacement?
No
1. Can the 90-day Period of Performance be extended post-award if RTU/equipment lead times exceed current market availability?
Yes
1. Please provide the site visit attendee sign-in sheet after the pre-bid walk.
It will be posted on SAM.
1. Please confirm approved crane placement areas and any restricted rigging routes prior to bid. If not available pre-bid, will the Government designate staging areas post-award?
Coordination such as this will be done post-award.
1. Please provide the existing electrical panel schedule, breaker size, and feeder size to confirm whether upgrades are needed.
We don’t have blueprints, building codes and standards.
1. Please confirm if the existing rooftop curb can be reused with a curb adapter, or if a new structural curb must be fabricated and installed.
See paragraph 4.2 of SOW.
1. Please confirm that the contractor must carry the cost for York factory start-up technician and training of facility staff. Additionally, please specify the expected duration (e.g., number of days/hours) required for factory startup and training to allow for accurate pricing and scheduling of the required services.
See 4.9 of SOW and replace with comparable unit. Contractor has all costs.
1. Please clarify whether certified roofing contractor credentials are required to maintain/repair any roof penetrations given uncertainty about existing roof warranty.
Yes
1. Please confirm whether supplemental steel will be required to support the new RTU, or if the existing roof framing and load capacity are adequate.
Contractor must supply if required.
1. Are there any known restrictions on crane placement, roof access, or laydown areas (e.g., driveway load limits, restricted zones) that bidders should account for?
Coordination such as this will be done post-award.
1. Will the Government provide temporary power for construction activities, or must the contractor provide temporary panels/generators?
Contractor must provide.
1. Beyond factory start-up, is independent Testing, Adjusting & Balancing (TAB) required? If so, does it require NEBB/ABCxA certification?
Not required.
1. Solicitation and RFI responses state that the Government’s BAS contractor will perform programming and integration. Please confirm whether the mechanical/electrical contractor is responsible for providing the conduit, raceways, and cabling pathways up to the BAS tie-in location, with the Government’s BAS contractor furnishing terminations and programming?
Contractor will work with current BAS contractor—Smart BT.
