About this file

The file is a Request for Information (RFI) for a USDA-Animal and Plant Health Inspection Service construction project to replace a rooftop air handling unit at the National Center for Applied Plant Protection in Laurel, MD. The solicitation (12639525R0023) is set aside exclusively for small businesses in NAICS code 238220, with a size standard of $19 million and an estimated project value between $500,000 and $1 million.

The RFI contains multiple technical queries about the replacement project, including details about work hours (7:00 AM-3:30 PM with potential after-hours work), site access (gates open 5:45 AM-5:30 PM), and specific requirements for the new rooftop unit (York DR180 air-cooled packaged unit, 15-25 nominal tons). Key technical considerations include refrigerant disposal, electrical panel upgrades, gas line compatibility, BAS integration, commissioning, and rooftop logistics. The contractor will be responsible for most technical aspects, including startup costs, new component installations, and potential warranty considerations. The primary point of contact is Jim Roloff, the USDA contract officer, who can be reached at james.g.roloff@usda.gov.

RFIs and Responses, 12639525R0023 The SOW states normal work hours are 7:00 AM–3:30 PM, but also notes that after-hours work will be required. Please confirm how many days of after-hours work are anticipated and whether overtime costs will be reimbursed. Gates open at 5:45 am and close at 5:30 pm. All work can be performed around these times.

The SOW requires portable restrooms if the project exceeds 3 working days. Will USDA allow contractor use of existing restrooms for longer durations, or is a portable restroom always required regardless of project duration? Onsite facilities can be provided.

No drawings or reports were provided for the existing roof penetrations and curb details. Please provide existing roof and curb drawings to verify compatibility with the new RTU footprint and structural loading. No drawings are available.

The type and quantity of refrigerant in the existing RTU is not specified. Please confirm refrigerant type (R-22, R-410A, etc.) and whether USDA will reimburse disposal fees separately, or if this is solely the contractor's responsibility. It’s a standard refrigerant. Contractor is solely responsible.

The SOW notes that the new RTU may require a curb adapter. Please confirm whether the curb adapter design and supply is the contractor’s responsibility, or if the Government will provide shop drawings or a specified curb adapter design. No shop drawings. Contactor is responsible.

The SOW requires weatherproofing, but does not state whether the existing roof has an active warranty. Please confirm if a certified roofing contractor is required to maintain warranty compliance. Unsure of any warranty. Contractor is responsible if any leaks in surrounding area.

The SOW specifies 'comparable performance' for the new York RTU but does not provide exact tonnage, gas input, airflow, or electrical requirements. Please confirm the basis of design (model number and performance criteria) so that electrical and curb modifications can be accurately priced. Current unit is a York DR180, an air-cooled packaged unit with capacities ranging from 15 to 25 nominal tons.

The SOW requires integration with the existing BAS (BACnet). Please confirm whether BAS programming, graphics updates, and commissioning will be performed by the Government’s BAS contractor, or if this scope is to be included in the mechanical contractor’s proposal. Current BAS contractor to integrate.

The SOW requires commissioning by the manufacturer’s representative. Please confirm whether USDA will contract directly with York for factory startup, or if the contractor must carry the cost for the manufacturer’s technician. Contractor responsible for startup and commission cost training.

No information is provided regarding the existing electrical panel load, breaker size, or feeder size. Please provide the existing electrical panel schedule and confirm whether electrical upgrades are anticipated. See paragraph 4.6 in SOW.

The SOW requires a new fused disconnect adjacent to the RTU. Please confirm whether the existing rooftop disconnect can be reused, or if a new NEMA-rated disconnect is mandatory. All new components are required.

The SOW does not confirm whether the existing gas line size and pressure are adequate for the new RTU. Please confirm the existing gas piping size and pressure, and whether upsizing or regulator changes are in the contractor’s scope. Should be comparable to York DR180, an air-cooled packaged unit with capacities ranging from 15 to 25 nominal tons.

The SOW mentions 'potential obstacles' but no site logistics plan was provided. Please confirm approved crane placement locations, rigging routes, and any restricted areas that may affect crane setup and equipment staging. This will be coordinated post award.
