About this file

This is a Request for Quotation issued by the West Virginia Department of Homeland Security, Division of Administrative Services, on behalf of the West Virginia Division of Corrections and Rehabilitation for propane fuel supply to Potomac Highlands Regional Jail located in Augusta, West Virginia. The solicitation seeks an open-ended contract to supply HD-5 grade propane fuel with an estimated annual quantity of 96,500 gallons. The facility operates two 18,000-gallon tanks and requires vendors to place the location on an automatic fill program to eliminate the need for Agency personnel to monitor fuel levels. Orders placed manually outside the automatic fill program must be delivered within 48 hours of order placement. The contract is intended to have a base period of one year with four optional one-year renewal periods, contingent on mutual written agreement between vendor and Agency. No specific response deadline, due date, site visit requirements, bidder's conference, or award date is provided in this specifications document.

Vendors must be established refiners, distributors, or dealers with a minimum of three years in business and must provide proof of equipment capability to fulfill all contract requirements. Pricing shall be based on a single, fixed vendor markup per gallon that includes all profit, transportation, labor, and overhead costs, with the contract awarded to the lowest total calculated cost. The pricing terminal is designated as Greensburg, Pennsylvania, and payment will be based on the Weekly OPIS average posted every Friday for the day of order. The Agency is exempt from Federal Excise Tax and State Consumer Sales Tax but remains responsible for State Excise Tax, the flat rate component of West Virginia Excise Tax, and the Federal L.U.S.T. Fee of $0.001 per gallon. Standard delivery charges must be included in bid pricing with no separate charges permitted, though emergency order delivery charges may be invoiced separately. Price adjustments after the initial twelve-month period are limited to the lesser of the prior year Consumer Price Index compared to the current year or three percent and require Agency approval.
