About this file
This document is Appendix B of a Health and Safety Plan (HASP) outline developed by the New Jersey Department of Environmental Protection (NJDEP), specifically for the Emergency Management Program's Office of Site Safety and Health (OSSH). The appendix provides guidance for contractors preparing site or incident-specific Emergency Engagement E-Z HASPs for Invitations for Bid (IFB) contractual emergency response projects. The outline ensures compliance with 29 CFR 1910.120(b)(1) and NJDEP's Minimum Requirements for contractors conducting work at hazardous waste sites and during incident response activities.
The E-Z HASP framework requires contractors to address thirteen primary areas: site/incident information and projected tasks; personnel identification and organizational structure; identification of chemical, physical, and biological hazards; documentation of hazardous waste operations training and certifications; specification of personal protection levels and equipment; medical surveillance and fitness certification; air monitoring instrumentation and procedures; establishment of work zones and site control measures; decontamination procedures and materials; standard operating procedures; contingency planning with communication and evacuation protocols; confined space entry procedures; and spill containment programs. Both the programmatic HASP and site-specific E-Z HASP must be available at the site throughout all activities. The document references applicable federal regulations and NJDEP requirements, with specific citations provided in an index cross-referencing each section to relevant regulatory codes.

OUTLINE FOR EMERGENCY ENGAGEMENT E - Z HASP PREPARATION
The E-Z HASP provides site/incident specific guidelines and information for response activities. Prior to the site/incident emergency engagement, a Health and Safety Program (Generic or Programmatic HASP) must be submitted for approval by the New Jersey Department of Environmental Protection, Emergency Management Program, Office of Site Safety and Health (OSSH). The Programmatic HASP, used in conjunction with the E-Z HASP, shall comply with 29 CFR 1910.120 (b)(1) and the New Jersey Department of Environmental Protection’s (DEP) Minimum Requirements for contractors conducting work at hazardous waste sites and during incident response related activities. Copies of both E-Z HASP, and the Programmatic HASP, must be available at the site for the duration of any activities being conducted.
The outline below is provided only as an example of content guidance for development of a site, or incident specific E-Z HASP for IFB Contractual Emergency Engagement projects. It is understood that it is to be filled out as completely as possible, based on the best information available at the time and that it may be added to, or revised, as more information regarding the emergency engagement is provided.
