About this file

This document is an Information Security Brief issued by the Empire State Development (ESD) that establishes mandatory IT security standards and compliance requirements for all contractors, vendors, and third parties engaged in projects with an IT or data component. ESD is soliciting proposals from qualified contractors to provide consulting services and purchasing options for technical projects related to the agency's Information Systems infrastructure, encompassing both hardware and software systems. The anticipated contract duration is three years with an option to extend for up to one additional year, after which ESD plans to issue a new solicitation for pre-qualified firms.

The security compliance requirements mandated by this brief include adherence to ISO Standards 27001, 27005, and 27035 for protection of ESD's network, data, and information systems; compliance with GDPR standards for data collection and protection when applicable; adherence to New York State and Federal Cyber Security and Information Security Policies and Laws; implementation of Identity Access Management with authentication and transaction auditing; documented monitoring processes for third-party compliance; and management of information communications to maintain data security. Vendors must also ensure all third-party vendors within their supply chain comply with applicable ISO standards, document all third-party access to ESD data or information systems, and comply with all applicable State and Federal Laws regarding AI use. The solicitation includes no minority or disadvantaged business enterprise contracting goals, with targets of 0.00% for MWBE, DBE, and SDVOB classifications. Additional IT deliverables applicable to specific projects will be identified within 30 days of contract signing and documented as project plan milestones.
