About this file
This Addendum #2 document revises the schedule of dates for a Request for Proposals issued by Empire State Development (ESD) in New York for pre-qualified providers of information technology goods and services. The RFP solicits proposals from qualified contractors to provide consulting services and purchasing options for technical projects supporting ESD's Information Systems infrastructure, encompassing both hardware and software systems. The revised schedule establishes a deadline for submission of questions by July 8, 2026, with ESD's response to questions due by July 21, 2026. The proposal submission deadline has been extended to August 13, 2026, at 2:00 PM ET (previously August 7, 2026), with late proposals not accepted. Interviews, if necessary, will be scheduled at a date to be determined. The anticipated contract duration is three years with an option to extend for up to one additional year, after which ESD intends to issue a new solicitation. All inquiries regarding this procurement must be directed to designated contacts Shanah Jack (primary) or Ralph Volcy (secondary) via email at IT-Prequal2026@esd.ny.gov, and proposals must be submitted through a designated Dropbox link.
The procurement is subject to New York's Procurement Lobbying Law, which restricts contact with state employees during the solicitation period. No specific pricing terms, set-aside requirements, or minority/women business enterprise contracting goals have been established for this pre-qualification effort. The document indicates that no business enterprises have been awarded an identical or substantially similar procurement contract within the past five years. ESD reserves the right to modify any dates listed in the RFP and will announce contract award information following the evaluation of submitted proposals. The RFP is publicly posted on ESD's website at esd.ny.gov/doing-business-ny/requests-proposals.
