1. Introduction to the glossary
This table contains a glossary of terms that SCDMV uses in the RFP.
Term Business Area Description
AAMVA Vehicle Services
The American Association of Motor Vehicle Administrators develops model programs in motor vehicle administration, law enforcement, and highway safety.
Abandoned Vehicle Vehicle Services
A motor vehicle that is required to be registered in this State if operated on a public highway in this State that is left unattended on a highway for more than 48 hours or a vehicle that has remained on private or public property for a period of more than 7 days without the consent of the owner or person in control of the property.
Accident Report Driver Services The Original Electronic Collision Report submitted through the South Carolina Collision and Ticket Tracking System (SCCATTS) and Smart Cop System by SC Law Enforcement Officers then accessed by SCDMV Accident Unit for entry and recording to customer’s record.
Accounts Payable Finance Business unit which handles the agencies payables to include vendor payments, refunds, and employee travel reimbursements within the SCEIS system.
Accounts Receivable Finance Obligation created for goods or services received through business transactions whether billed, due to underpayment, returned payment, or other financial obligations.
Ad Hoc Report Branch Services
A report created on demand, or as needed to address a specific need.
ADA American with Disabilities Act
Adjustment Finance A change made to correct an error within a transaction.
Alert Vehicle Services
Informational messages that display whenever a customer record is accessed;
alerts are added to communicate information to other users regarding special processing needs a customer may have.

ALIR Vehicle Services
Automobile Liability Insurance Reporting System.
Appeals Driver Services The process in which cases are reviewed by a higher authority, where parties request a formal change to an official decision.
Application Driver Services A formal request to be considered for a SCDMV product or service or the action of putting something into operation.
Apportionable Vehicle
Motor Carrier Services
It has two axles and a gross vehicle weight (GVW) of more than 26,000 lbs.
Has three or more axles, regardless of weight It is used in combination with a GVW of more than 26,000 lbs.
Is used to transport people or cargo for hire in two or more jurisdiction
Authorized Agent Branch Services
A third-party user of the system that is not a SCDMV employee.
Automated Notification
Driver Services Allows SCDMV to share information automatically to customers concerning their account via the customer portal.
Average Per Vehicle Distance
Motor Carrier Services
The APVD calculation is based on the average distance vehicles from the jurisdiction in which the unit is registering traveled to all other IRP member jurisdictions during the previous registration year. It is used to calculate IRP registration fee which is apportioned to all member jurisdictions for first year of operation because they did not accrue any actual distance during the reporting period.
Background Check Office of Inspector General
A validation check performed to ensure applicants for business licenses have not been convicted of any offenses that would deem them ineligible for the type of business license they are applying for.
Batch Driver Services A file or group of files that are ran/processed at the same time, after SCDMV's normal hours of operation.

Beginner's/Learner's Permit
Driver Services An agency issued credential with special restrictions/requirements to operate a motor vehicle while learning to test.
Beneficiary Claim Driver Services A claim made by the beneficiaries against a surety bond, typically insurance companies compensating their insured customer for claims involving the at-fault uninsured vehicle.
Bioptic skills test Driver Services Skills test specifically for customers who must wear bioptic lenses to be compliant with Driver Improvement/Medical Advisory Board.
Blood Alcohol Content (BAC) Violation
Driver Services A test which results in a BAC level above the legal threshold or a refusal to take the test shall result in a suspension of driving privileges.
Branch
Branch office. A DMV field office. Physical location.
Business Applicants Office of Inspector General
An individual(s) who have submitted an application to hold a business license with the SCDMV.
Business Contract Office of Inspector General
A document that lists the terms of agreement for a business that is licensed and regulated by SCDMV.
Business Customer Vehicle Services
A business for which the transaction is performed, or service is provided.
Business License Audit
Office of Inspector General
An audit of a business that is regulated by SCDMV upon the conditions of a complaint or routine check.
Business Licensing Office of Inspector General
An umbrella term that means the licensing of dealers, third-party testers, and driving schools, and other businesses dealing with vehicles and drivers.
Business Licensing Customer
Office of Inspector General
A customer that has been licensed through the SCDMV to conduct business. This includes third-party testers and dealers.
Cab Card Motor Carrier Services
Evidence of registration issued for an apportioned vehicle registered under the IRP Plan.

Caduceus Driver Services Voluntary designation of a medical condition customer may possess to inform law enforcement/first responders in case of an emergency or accident. Caduceus symbol will display on the face of the license with medical designations displaying on customer's driving record.
Cancel Title Vehicle Services
Action taken to change the status of a title so that is no longer active.
Cancelled or Cancellation of Dealer License
Office of Inspector General
Cancelled or Cancellation refers to the indefinite suspension of a dealer license and/or dealer plates from operating status for a compliance violation(s).
CARES Branch Services
SCDMV community response emergency services vehicle. A mobile office that provides emergency response services in various locations around the state.
Cash Drawer Finance A mechanism to track and manage payments received daily by each user in a specific office within the system.
Central Issuance Driver Services The process of issuing secured credentials or permits such as driver's licenses or identification cards in accordance with Contractual Service Level Agreements [SLA].
Central Office Branch Services
The SCDMV Headquarters location in Blythewood, SC.
Certificate of Compliance
Motor Carrier Services
Certificate representing an intrastate for-hire motor carrier that has complied with the safety and insurance requirements of the SCDMV. A COC is issued to all intrastate for-hire motor carriers, except passenger carriers, household goods carriers, and hazardous waste for disposal carriers.
Change Fund Finance Funds used solely for making change in across the counter cash transactions.
Chart of Accounts Finance A complete listing by category, of every account in the general ledger.
Citation Driver Services A ticket issued to notify a person of an infringement they are allegedly guilty of along with an accompanied fine and/or court summons

Class A Driver Services A license to drive any combination of vehicles with a gross combination weight rating (GCWR) of 26,001 pounds or more, provided the gross vehicle weight rating (GVWR) of the vehicle being towed is more than 10,000 pounds.
Class B Driver Services A license to operate a single vehicle with a GVWR of 26,001 pounds or more, to tow unit must weigh less than 10,000 pounds.
Class C Driver Services Allows a driver to operate a vehicle or combination of vehicles with a Gross Vehicle Weight Rating under 26,000 pounds and transport at least 16 passengers or carry hazardous material.
Class D Driver Services A basic driver's license that authorizes the license to operate motor vehicles, automotive three-wheel vehicles, motorcycle three-wheel vehicles, or a combination of vehicles not exceeding 26,000 pounds gross vehicle weight.
Class E Driver Services License required to drive non-commercial single unit vehicles with a gross vehicle weight more than 26,000 pounds.
Class F Driver Services License required to drive non-commercial combination vehicles with a GVW more than 26,000 pounds. These vehicles are the same as Class E vehicles, but include a towed trailer used with an RV or vehicle.
Class G Driver Services A license that authorizes the operation of mopeds only.
Class M Driver Services A license that authorizes the operation of motorcycles.
COBIT (Control Objectives for Information and Related Technologies)
COBIT is an IT governance framework for businesses wanting to implement, monitor and improve IT management best practices.
COBIT is the acronym for Control Objectives for Information and Related Technologies.
The COBIT framework was created by ISACA to bridge the crucial gap between technical issues, business risks and control requirements.
COBIT can be implemented in any organization from any industry to ensure

Collision Report Driver Services The official form by the Office of Highway Safety used by Law Enforcement Officers to record vehicle accident details.
This form is provided to customers by SCDMV upon their request via mail, in person, email or SCDMV website.
Commercial Driver’s License
Driver Services An agency issued credential regulated by FMCSA for the purpose of operating vehicles including but not limited to combination vehicles, passenger vehicles, single unit trucks, and vehicles transporting hazardous materials for commercial use.
Commercial Learner's Permit
Driver Services An agency issued commercial credential with special restrictions/requirements to operate a commercial vehicle while learning to test.
Commercial Vehicle Vehicle Services
Any type of vehicle used for transporting goods or paying passengers.
Compliance Driver Services The act of conforming and yielding to alternative products and services to enable customers to drive their vehicles under limited conditions.
Conditional License Driver Services An agency issued credential for customers 15 years of age who have met specific requirements. This license allows them full non-commercial driving privileges for a specific time frame.

Controlled Stock Office of Inspector General
Any items that are assigned to an office or individual that have some type of tracking, control, or audit number assigned to them for inventory purposes or to allow verification of the item’s current status (e.g.
issued, in inventory, assigned, damaged, etc.) This includes, but is not limited to, DLC (cardstock), title paper, registration decals, license plates, etc.
Conviction Date Driver Services The date of a criminal offense related to driving-DUI, manslaughter w/ a motor vehicle & reckless driving.
Convictions Driver Services A criminal offense related to driving-DUI, manslaughter w/ a motor vehicle & reckless driving.
Correspondence Driver Services A form of communication sent out by the agency to inform a customer of something, such as a change to their driving record.
Contact Center Branch Services
SCDMV call center where customers call in to receive over the phone service.
Counter Location Branch Services
Locations that issue inventory during transactions (i.e. county or vendor locations)
Courts Driver Services A person or institution with the authority to adjudicate legal disputes and carry out justice.
Covert License Office of Inspector General
A license issued to an undercover law enforcement agent to use for official law enforcement business or investigations.
Credential Driver Services An agency issued form of identification that may or may not grant specific driving privileges.
Customer Driver Services & Vehicle Services
Individual, Business, Government, Trust or other account-holding entity for whom the transaction is performed, or service is provided.
Data and Content System Support
Data and content as referenced in Appendix 3 – System Support as defined as:
Data refers to the structured information that resides in the database and the content refers to the images, documents, audio, Appendix 15 - Glossary & Abbreviations & Abbreviations Page 9 of 28 video and associated metadata (or text that is associated with these).
Dealer Vehicle Services
Any person who sells or attempts to effect the sale of any motor vehicle, including sales to motor vehicle dealers and other wholesalers, except: a) manufacturers or distributors; b) receivers, trustees, administrators, executors, guardians, or other persons appointed by or acting under the judgment or order of any court; c) public officers while performing their official duties;
d) persons disposing of motor vehicles acquired for their own use and so used in good faith and not for the purpose of avoiding the provisions of law. (Any person who effects or attempts to effect the sale of more than five motor vehicles in any one calendar year is considered a dealer or wholesaler); e) finance companies or other financial institutions who sell repossessed motor vehicles and insurance companies who sell motor vehicles they own as an incident to payments made under policies of insurance; or f) a South Carolina dealer that conducts the auction of investment grade or collector motor vehicles not more than three days per year and that: 1. has obtained a surety bond in the amount of one million dollars; 2. provides this service for an entity organized under Section 501(c)(3) of the Internal Revenue Code; 3. possesses during the event all vehicle titles unencumbered by liens; and 4. is responsible for ensuring all taxes are paid and all vehicles have been registered and titled property.
Decal Vehicle Services
Decal is the standard term used for a controlled registration sticker that is attached to a vehicle.
Default Driver Services A failure to fulfill an obligation which can result in the withdrawal of driving privileges.

Demonstration Plate Office of Inspector General
A license plate issued to a dealer for use for demonstration of vehicles.
Disbursement Finance The transfer of revenues to various recipients based on State statute.
Dishonored Payment Finance Any payment which has been denied by a financial institution when presented to the drawee.
Disqualification Driver Services A fact or condition that prevents someone from driving privileges.
Distribution Code Finance Three letter acronym which corresponds to SCEIS functional area and directs where the funds are distributed. Ex. SGF-State General Fund.
Draw Down Account Finance An account which a pre-paid sum of money is held for a future service.
Driver's License Driver Services An agency issued credential of different types/classes authorizing operation of various motor vehicles depending on the license's class.
Driving Record Driver Services Customer's record containing detailed information on all past and current driving transgressions and driver point totals.
Driving School Curriculum
Office of Inspector General
The teaching material used by a driving school to train applicants.
Duplicate Driver Services The process of issuing out an existing credential that may have been lost, damaged, or stolen from the customer.
Duplicate credentials share the same information and expiration date as the original credential being duplicated.
Electronic Lien Vehicle Services
This refers to a security interest in a vehicle, mobile home or trailer reserved or created by agreement and which secures payment or performance of an obligation, which is filed with the DMV via electronic message.
Electronic Vehicle Registration
Vehicle Services
A program that allows authorized auto dealers to issue vehicle registrations and apply for vehicle titles electronically.

Eligibility/Eligible Driver Services The state of having the right to obtain SCDMV licenses, products or services through satisfaction of the appropriate conditions.
Endorsement Driver Services An additional privilege granted after a customer successfully passes the respective knowledge and/or skills tests associated with the endorsement. Endorsements are currently associated with specific letters and printed on the face of the license as well as displayed on customer's driving record.
Entry Level Driver Training
Driver Services Required training before an applicant can take before testing for a CDL license of a class they haven't had before or a Hazmat endorsement. Test results must be confirmed through CSTIMS.
FedRAMP Technical A standardized approach to security authorization for cloud service offerings for the federal government.
Fee Code Finance Unique code used to classify and track the activity of products to include financial activity and distribution.
Financial Account Finance Financial records providing information regarding debit/credits for specific purposes from various entities to include banks, State Treasurer’s Office, and third-party vendors.
Financial Responsibility
Driver Services SCDMV business unit under Driver Services that monitors and reports customer insurance requirements, including uninsured motorist claims and surety bonds.

FIPS Technical This Federal Information Processing Standard (140-2) specifies the security requirements that will be satisfied by a cryptographic module, providing four increasing, qualitative levels intended to cover a wide range of potential applications and environments. The areas covered, related to the secure design and implementation of a cryptographic module, include specification; ports and interfaces;
roles, services, and authentication; finite state model; physical security; operational environment; cryptographic key management; electromagnetic interference/electromagnetic compatibility (EMI/EMC); self-tests; design assurance; and mitigation of other attacks.
Fleet Vehicle Services
Fifty or more marked private passenger motor vehicles or property carrying vehicles with an empty weight of not more than twenty-two thousand pounds and a gross vehicle weight (GVW) of not more than twenty-six thousand pounds, owned or long-term leased by a corporation or other legal entity, and registered in this State.
Franchised Dealership
Office of Inspector General
A motor vehicle dealer who has entered into an oral or written arrangement for a definite or indefinite period in which a manufacturer, distributor or wholesaler grants to a motor vehicle dealer a license to use a trade name, service mark, or related characteristic, and in which there is a community of interest in the marketing of motor vehicles or services related thereto at wholesale, retail, leasing or otherwise.
General Ledger (GL) Finance The agency's accounting record.
HAZMAT Driver Services The hazardous materials endorsement on a SC CDL meaning the driver has passed the mandatory training and tests to transport all classes of hazardous materials.

High-Profile Customer
A customer within the community that is well-known, or of high stature, that someone with access to our database may research without a business purpose for pulling the high-profile customer's information.
Hunter's Permit Motor Carrier Services
A temporary permit allowing a non-registered vehicle to operate at unladen weight to locate a motor carrier authority to operate under.
Identification (ID) Card
Driver Services An agency issued credential used as identification for a customer but does not allow any driving privileges.
IFTA Clearinghouse Motor Carrier Services
Restricted access site for member jurisdictions to conduct official IFTA exchanges.
IFTA Decals Motor Carrier Services
Sticker received with IFTA license to be displayed on each side of the rear of the vehicle, allowing easy identification of authorization to operate across state or provincial borders.
IFTA Fleet Motor Carrier Services
One or more power units in a group on a motor carrier's IFTA account.
Ignition Interlock Device
Driver Services Device installed into suspended customer's vehicle (installation, removal, and timeframe tracked by SCDMV for compliance reasons) equipped with a breathalyzer to ensure vehicle is not being operated under the influence.
Imported Vehicle Vehicle Services
An individual person for whom the transaction is performed, or service is provided. Individuals submitting forms to the DMV with electronic or digital signatures must ensure the accuracy of the information provided and adhere to the authentication procedures outlined by the DMV.
Indefinite Suspension Driver Services A suspension that remains in effect until the customer meets the specified compliance criteria.

Infrastructure Maintenance Fee
Vehicle Services
A fee (of 5% of the purchase price, up to a maximum of $500) imposed on newly acquired vehicles that are titled or registered in the State of South Carolina.
Install Base (Users) The Microsoft Active Directory users, typically SCDMV workers, and are quantified by branch users and headquarter users as specified in Appendix 13, Section 3.7.2 System & Transaction Volumes. Customers and business partners are typically considered non-install base users.
Installment Agreement
Driver Services Used by customers who are unable to pay their financial responsibility fees in a lump sum and wish to enter an installment payment plan with the South Carolina Department of Motor.
Instructor Office of Inspector General
An authorized individual who has met SCDMV and state requirements to instruct applicants.
Interface
Application used, typically by an outside party, to send and/or receive data with SCDMV's system securely.
Internal Audit Office of Inspector General
An audit of employees, employee work, processes, department operations, and building security access.
International Driver Services International customers are customers that are not citizens of this country. The agency processes international driver transactions for any customer who is approved to stay in the US under the issuance of a green card, work permit, VISA, or other specific documents.
Interstate Motor Carrier Services
Travel in two or more jurisdictions.
Intrastate Motor Carrier Services
Travel within a jurisdiction.
IRP Data Repository Motor Carrier Services
Restricted access site for member jurisdictions to conduct official IRP exchanges.
IRP Fleet Motor Carrier Services
One or more apportionable power units in a group designated by a registrant for distance reporting under their IRP account.

IRP Registrant Motor Carrier Services
An IRP account holder whose name the apportioned vehicle(s) is registered in.
Judgement Driver Services A suspension or revocation of a driver's license.
Jurisdiction Motor Carrier Services
A country or a state, province, territory, possession, or federal district of a country.
Knowledge Test Driver Services A written or electronic test a customer must take before being issued a beginner's/learner's permit or, depending on the test, certain commercial endorsements for their commercial driver's license. A knowledge test may also be administered for an existing driver who is attempting to reinstate their license from certain suspensions.
Law Enforcement Driver Services Agency enforcing laws, investigating crimes, making arrests, maintaining public order, and managing public safety.
Lessee Vehicle Services
Any party or the agent for any party to whom a motor vehicle has been leased.
Lessor Vehicle Services
Any party or the agent for any party who has leased motor vehicles.
Lien Holder Vehicle Services
The person or entity holding a security interest in the vehicle.
Long Term When used in the context of support, resources required for support, and related usage, refers to the period beyond the initial release of the modernized software. Depending on the context, this may include the warranty period.
Manufacturer Vehicle Services
Every person engaged in the business of constructing or assembling vehicles of a type required to be registered under Title 56, SC Code of Laws, at an established place of business in this state.
Medical Examiner's Certificate
Driver Services Standardized results from a medical screening for an applicant, typically for commercial driving, that must be kept up to date unless declared otherwise.
Medical Packet Driver Services A package consisting of forms tailored to the customer's specific needs such as their medical condition and the need for periodic medical or vision examination.

Member Jurisdiction Motor Carrier Services
A jurisdiction that has applied and has been approved for membership in the IRP Plan in accordance with Section 1100 of the IRP Plan.
Mileage Vehicle Services
The distance that a vehicle has traveled while in operation.
Military Waiver Driver Services Qualified military service members to waive the commercial skills test and/or knowledge tests based on their commercial motor vehicle experience and or training.
Mobile GUI
The visual and interactive elements that users interact with on mobile devices (Smartphones and tablets).
Mobile Home Vehicle Services
Every vehicle which is designed, constructed, and equipped principally as a permanent dwelling place and is equipped to be moved on streets and highways, but which exceeds the size limitations prescribed in Section 56- 3-710, and which cannot be licensed and registered by the Department of Motor vehicles as a "house trailer.”
Modify Driver Services The act of changing or updating credentials, violations, products, and services.
Moped License Driver Services An agency issued credential to operate a SC registered cycle with 3 wheels or few, 50 cc or less for gas motors and between 750 to 1500 watts for electric motors
Motor Carrier Motor Carrier Services
A legal entity that operates commercial motor vehicles (CMVs) to transport passengers, property, or hazardous materials for business purposes.
Motor Carrier Authority
Motor Carrier Services
A legal permit from the Federal Motor Carrier Safety Administration (FMCSA) that allows a company to transport goods or passengers across state lines.
Motor Vehicle Vehicle Services
All vehicles which are self-propelled as well as all vehicles which are propelled by electric power obtained from overhead trolley wires, but not operated upon rails, including motorized vehicles, automobiles, recreational vehicles, fire trucks, travel

Out-of-Service Motor Carrier Services
A declaration by an authorized official that a driver, vehicle, or motor carrier in not permitted to operate. These violations can include weight restrictions, cargo securement issues, failure to update MCS- 150 form, etc.
Owner Vehicle Services
The person other than a lien holder, having the property in or titled to a vehicle.
Payee Finance A person or organization which money is paid.
Payment Plan Driver Services An agreement to pay a balance of fees outstanding under a certain time frame pending customer meets certain requirements set by the agency.
Pending Driver Services A transaction is in progress but has not yet been finalized.
Pretty Good Privacy
Pretty Good Privacy (PGP) is an encryption software program software designed to ensure the confidentiality, integrity, and authenticity of virtual communications and information.
Personally Identifiable Information (PII)
Personally identifiable information. SCDMV highly restricted personal information: SSN, Individual's Photo or digitized image, and medical and disability information.
Placard Vehicle Services
A removable windshield placard that hangs from the rearview mirror of a parked vehicle, which allows the vehicle to park in designated parking spaces for people who have a disability.

A jurisdictional tax return declaring total miles traveled and total fuel purchased for each jurisdiction during the quarter being reported. A quarterly tax return must be filed even if there are no miles driven or fuel purchased during the quarter, unless the IFTA account is closed.
Random Recall Office of Inspector General
When an applicant who has taken a road test with a third-party tester is randomly selected by the system to retake the road test to ensure proper instruction and scoring.
RealID Driver Services A Driver's License or Identification card that has a gold star in the upper-right corner & used as identification for boarding domestic, commercial flights, entering secure federal buildings, or visiting military installations.
Reciprocity Driver Services An agreement between the state and certain countries that allow applicants to forego certain steps in receiving a driving credential, granted they are from the select country and meet the remaining requirements.

Record Review Motor Carrier Services
An evaluation of a Registrant’s distance accounting system and internal controls to assess the Registrant’s compliance with the requirements of the IRP Plan. Unlike an Audit, a Records Review focuses only on the adequacy of the internal controls and the record-keeping system. It may be limited in scope to less than a full Registration Year, conducted before the first registration renewal, and does not result in any fee adjustments.
Re-Exam Driver Services The act or process of re-testing because of a failed attempt to qualifying to obtain a SCDMV product.
Register Vehicle Services
To attach a plate and registration to a vehicle.
Registration Card Vehicle Services
Certificate issued with the license plate, which contains the vehicle information, owner information, and lists the qualified persons who have a disability.
Reinstatement Driver Services The process of meeting certain requirements set by the agency and/or legislature, monetary or otherwise, in order to regain driving privileges.
Re-issue Driver Services Any previously issued licenses or ID whether from SC or another state, will be cancelled, but person may qualify to receive credentials again.
Remittal Motor Carrier Services
A payment of money sent. Once the remittal has posted, the transactions included in that payment must be dated and cleared.

When a vehicle with an existing VIN needs a new VIN plate, the customer can request a ReVIN to have a new VIN plate issued.
Revocations/Revoked Driver Services The driver's license is cancelled, and an investigation must take place to obtain another driver's license.

These standards define the requirements for response by State of South Carolina (State) agencies to information security and privacy incidents. These standards are compliant with the SCDIS Information Security Program Master Policy and are consistent with the requirements in SCDIS-200 Information Security and Privacy Standards.
SCDMV Finance Administration The business area within the SCDMV that consists of Revenue Accounting, General Accounting, Accounts Payable, Budget, and Grants.
Secure Room/Secure Facility
Vehicle Services
An area or location where valuable and sensitive items are stored. These rooms will be physically separated from common areas by a lock or access control mechanisms. Only authorized personnel will be able to unlock/enter these areas. For purposes of the Rental Car Quality Assurance Program, the secure room and/or secure facility must be located in South Carolina.
Self-Certification Driver Services CDL holders must self-certify to SCDMV what category of 4 they operate or expect to operate commercially. The four categories are: interstate non-excepted, interstate excepted, intrastate non-excepted, and intrastate excepted.
Self-Service Channel
Channels in which customers access information and perform transactions without requiring the assistance of SCDMV staff. These channels include online and customer portal.
Self-service terminal
A stand-alone structure, also known as a kiosk, that allows the operator to process specific DMV agency transactions. Self-service terminals may not have the functionality to perform every DMV transaction and will mirror the functionality of the online transaction structure.
Service Provider Vehicle Services
An authorized third-party entity that receives, securely stores, and distributes South Carolina inventory to rental car participants.

Skills/Road Test Driver Services Examination of an applicant's driving aptitude for a certain driving credential that must be passed before the customer may receive a license or used to retest drivers attempting to reinstate their license from certain suspensions.

Application status used when a certificate of title is held for additional documents or requested information.
Suspension Driver Services The temporary prevention of a driver's license from continuing or being in force or effect.
Temporary Evidence of Apportioned Registration (TEAR)

Temporary evidence of apportioned registration valid for 45 days while customer waits for permanent credentials in mail.
Temporary Alcohol License

An entity that is authorized by SCDMV to conduct license testing at an off-site facility for customers.
Ticket Number Driver Services A unique combination of numbers and/or letters assigned to a traffic ticket issued by a government agency for researching and addressing the ticket.
