1 Overview
The system shall support the following driver services:
1. Driver’s License – Issue driving privileges to South Carolina residents, including for the operation of non-commercial and commercial vehicles. SCDMV issues both REAL ID compliant and non-compliant driver’s licenses, along with various endorsements and restrictions.
2. Identification Card – Issue identification cards to South Carolina residents.
3. Permit – Issue beginner and learner permits for multiple types of license types.
a. Beginner’s Permit – non-commercial permit for class D, E, F, and M with all subsequent combinations.
b. Commercial Learner’s Permit – commercial permit for class A and B vehicles.
4. Motorcycle License – Issue driving privileges to operate motorcycles.
5. Moped License – Issue licenses to operate mopeds.
6. Testing – Manage and track knowledge and skills tests for non-commercial and commercial drivers Conduct vision tests and record vision results.
7. Inventory – Manage and track inventory related to driver licensing and identification cards.
8. Photo Capture – Capture photos as part of the enrollment process for new customers. The system shall utilize SCDMV’s cameras and support customer-facing touch screens and other photo capture devices.

2 General Information – Driver Services
The following background information and definitions apply to all driver services processes and actions which the system shall support.
2.1 License Classes
The system shall support the following license classes listed in the below sub-sections.
2.1.1 Non-Commercial License
The system shall support the issuance of the following non-commercial license classes:
1. Class D – Issued to operate regular motor vehicles weighing 26,000 pounds or less.
2. Class E – Issued to operate non-commercial single-unit vehicles with a gross vehicle weight (GVW) over 26,000 pounds, such as trucks and recreational vehicles (RVs).
3. Class F – Issued to operate non-commercial combination vehicles with a GVW over 26,000 pounds, including Class E vehicles with a towed trailer or vehicle.
4. Class G – Issued to individuals to operate a moped.
5. Class M – Issued to operate a motorcycle.
2.1.2 Commercial License
The system shall support the issuance of the following commercial license classes in accordance with Federal Motor Carrier Safety Regulations (FMCSR) and applicable federal and South Carolina state law:
1. Class A – Any combination of vehicles with a gross combination weight rating (GCWR) of 26,001 pounds or more, provided the towed vehicle has a GVWR of more than 10,000 pounds.
2. Class B – Any single-unit vehicle with a GVWR of 26,001 pounds or more or any such vehicle towing a vehicle weighing 10,000 pounds or less.
3. Class C – Any vehicle, or combination of vehicles, not classified as Class A or B, that is designed to transport 16 or more passengers (including the driver) or requires a hazardous materials (hazmat) placard.
2.2 Requirements for Obtaining Driving Credentials and ID
To obtain a South Carolina beginner's permit, driver's license, or identification card, most customers must provide a Social Security number that is electronically verified via SSOLV and originals of the following documents:
1. Proof of identity, U.S. citizenship, and date of birth.
2. Proof of current physical South Carolina address. For a REAL ID two proofs of current physical address are required.
3. Proof of legal name change history, if applicable.
If the customer does not have a Social Security number or is not a U.S. citizen, alternate documentation may be required according to SCDMV policies and procedures.

The system shall provide a capability to track all required documentation and allow for upload of correlating documents and provide intuitive assistance based on the business rules.
Customer account creation and identity management are discussed in Appendix 07 – Functional Requirements Common Functions.
2.3 Graduated License Program
In addition to a beginner’s permit which is issued to anyone 15 or older who does not have previous driving experience, the system shall support the graduated driver’s license program for people aged 15 to 17. The following are some of the scenarios for graduated license program which the system shall support:
1. Conditional License for a 15-year-old Driver
2. Special Restricted License for a 16-year-old Driver
3. Special Restricted License with a Waiver for a 16-year-old Driver
4. Waivers and Exemptions
The system shall support the waivers and exemptions as listed in the below sub-sections.
2.3.1 Out of Country Exemptions
South Carolina exempts knowledge and skills testing for first-time applicants from countries, U.S. territories, or freely associated states with a formal reciprocity agreement, provided the out-of-country credential has not expired.
2.3.2 Military Waivers for Driver's Licenses
In accordance with the FMCSR, qualified military service members may waive the commercial skills or knowledge tests for a commercial driver’s license (CDL) based on their commercial motor vehicle (CMV) experience, training and testing. This waiver does not apply to current South Carolina CDL holders seeking an upgrade.
Qualified military service members may waive the vision screening for a driver's license or permit (commercial or non-commercial). The system shall possess functionality to allow military members to waive the vision screening for online license transactions within agency selected parameters.
2.4 Medical Examiner's Certificate
The system shall monitor medical examiners' certifications, driver identification information, and restriction email from FMCSA’s National Registry to ensure information received from the customer is correct and complete. Once it is verified, the system shall indicate that the medical requirements are satisfied, and the driver’s record will reflect this. Additionally, the system shall notify the customer of their compliance status and provide the next required submission date. Additionally, the system shall have the functionality to monitor medical examiners' certifications for both commercial and non-commercial drivers.

2.5 Issue Paper Temporary Driving Certificate (TDC) at Branch Office
A temporary driving certificate (a paper temporary credential) will be issued to customers undergoing license or permit credential transactions in the branch office.
The temporary driving certificate will include a barcode that can be scanned by the SCDMV, law enforcement, and other relying parties to show customer attributes in their respective systems. The physical credential will be mailed from a central location.

3 General Features – Driver Licensing
The SCDMV has several objectives for improving the driver's license and identification card issuance process. These improvements will leverage new technologies and include business process enhancements. The system implementation shall address these enhancements.
3.1 Future Enhancements
The system shall support the following future enhancements as listed in the below sub-sections.
3.1.1 Identification Card and Driver’s License for Undocumented Immigrants
Should the State Legislature require the SCDMV, the system shall have the capability to issue identification cards and driver’s licenses of any type to undocumented immigrants.
It shall also be able to differentiate these products from other identification cards and driver’s licenses currently issued by the SCDMV.
3.1.2 Run VLS Interface for Branch Office Transactions
The system shall provide the capability to run the Verification of Lawful Status (VLS) at branch offices to verify immigration status before completing the customer transaction and save data to the system. The system shall be able to store if the SAVE verification is positive or requires additional verification. The system shall have the capability to accurately count the number of positive and additional verification SAVE returns, as well as the date in which SAVE was run to what customer by which employee, at minimum.
3.1.3 Enhanced Monitoring for Suspicious Activity
The system shall implement features to detect fraud or anomalies by applying business rules to identify criteria that need to be researched.:
A partial list of fraud-related activities is provided in 'Appendix 07 - Functional Requirements Common Functions' under Fraud and Investigations.
3.1.4 Support for AAMVA and Federal Systems and Clearinghouses
The system shall support all applicable AAMVA interfaces and federal systems, and the State-to-State Interface. The system shall possess the functionality to automatically generate, and process reports ran from these interfaces as needed by SCDMV. Refer to 'Appendix 14 – SCDMV System Interface Requirements' for details on required AAMVA interfaces.’
3.1.5 Automated Notification for Skills Test Under Certain Conditions
If a customer has four or more at-fault collisions within a 24-month period, the system shall notify them to schedule a skills test as an additional requirement and alert SCDMV staff that this requirement has been met or not and pursue suspension if not met, when applicable. The system shall have the capability to discern if the customer should be tested in a certain vehicle type depending on their license type and the type of vehicle the customer was operating when at-fault in the applicable collisions.

Similarly, if a customer has passed a skills test conducted by an unauthorized third-party tester (due to expired or suspended credentials), the system shall notify the customer to schedule another skills test and generate an alert in a work queue for tracking.
Customers shall be allowed to schedule the skills test at their preferred location, and the system shall monitor their completion of this requirement within a specified time period.
3.1.6 Ability to Verify Birth Certificates
The system shall verify birth certificates through the Electronic Verification of Vital
Events (EVVE) system to ensure authenticity.
3.2 Verification of Passport Documents
The system shall verify U.S. passports using AAMVA’s Passport Verification System (USPVS) and verify lawful status for international customers currently using AAMVA’s VLS (Verification of Lawful Status).
3.2.1 Verification of Address
The system shall validate the customer’s address each time a change request is made, including online requests via the SCDMV website. If a customer changes their address excessively within a certain timeframe as prescribed by SCDMV policy, an alert shall be generated in the appropriate work queue for further investigation of potentially fraudulent activity.
The system shall have the ability to accept address documents from customers who are changing their address online and, without SCDMV staff intervention, be able to store those uploaded documents into the applicable customer’s record. SCDMV shall be able to choose whether this functionality is turned on or not, but it shall be a capability of the system.
3.2.2 Vision Screening
In-state Providers Electronically – Unexpired vision test results may be received directly from an in-state Ophthalmologist/Optometrist, which they upload using the SCDMV portal. This capability shall be available to all the Ophthalmologist/Optometrist who are licensed by the state.
Out of State Providers – The out-of-state Ophthalmologist/Optometrist may also upload the vision results using the SCDMV portal, which the system may be able to verify electronically. The system shall have the ability to use paper forms from out-of-state providers who do not have electronic access to the SCDMV portal or those who are not validated as eye care providers.
In-Branch Screening – The vision testing can be performed at the SCDMV branch office location and results captured.

3.2.3 Duplicate, Replacement, Corrected or Updated Products
For issuance of duplicate, replacement, corrected or updated products, a reason is required and supporting documentation may be required. If a new card may be required to be issued, a new photo may be required, and a fee may apply.

4 Driver’s License
4.1 Overview
The system shall verify customer identity and issue driving credentials that serve as their primary government-issued identification. The system shall manage the entire driver licensing process, from account creation to identity document collection, tracking, and processing of requirements for both non-commercial and commercial driver’s licenses.
4.2 Process Descriptions – Non-Commercial Driver’s License
The system shall support the following non-commercial driver’s license-related variations as listed below.
4.2.1 Issue Non-Commercial Driver’s License (Class D):
1. From a Beginner’s Permit (Class D):
a. Customers Under 18:
A driver’s license may be issued to customers under 18 with a valid beginner’s permit, provided all requirements have been met and the customer has held their BP for at least 180 days.
b. Customers Over 18:
A driver’s license may be issued to customers over 18 with a valid beginner’s permit, provided all requirements have been met and the customer has held their BP for at least 30 days.
2. With Out-of-State License:
A driver’s license may be issued to customers with a valid out-of-state license, provided all requirements have been met.
4.2.2 Issue Non-Commercial Driver’s License – Large Vehicle (Class E, F):
These licenses are issued to operate a non-commercial motor vehicle with a gross vehicle weight of 26,001 pounds or greater. An example could be an RV or an RV with a vehicle towed behind it.
1. From a Beginner’s Permit (Class E, F):
A non-commercial driver’s license may be issued to customers with a valid permit, provided all requirements have been met.
2. With Out-of-State License:
A driver’s license may be issued to customers with a valid out-of-state license, provided all requirements have been met.
4.3 Process Descriptions – Commercial Driver's license
The system shall support the following commercial driver's license related variations as listed below.

4.3.1 Issue Commercial Driver’s License (Class A, B, C):
1. From Commercial Learner’s Permit
A commercial driver’s license is issued to customers who are at least 18 who have held a valid South Carolina commercial learner’s permit for at least 14 days and passed applicable driving tests.
2. From Out-of-State Commercial Driver’s License
A commercial driver’s license is issued to customers 18 and older who move to South Carolina with a valid out-of-state CDL, provided they present the required identity documents and FMCSA requirements to transition their OOS CDL to an SC CDL.
3. With International Commercial Driver’s License (Reciprocity)
A South Carolina CDL is issued to customers with a valid international CDL if their country has a reciprocity agreement with the USA. Currently, the only countries with reciprocity are Mexico and Canada which allows for a one-to-one exchange when the applicable identity documents are provided to the SCDMV.
4. Add CDL Endorsement
The system shall support the addition of endorsements on a CDL. Endorsements require specific tests (knowledge or skills) and may incur additional fees. A new CDL with updated endorsements is issued to the customer. The system shall be able to provide reports related to CDLs, CLPs, and endorsements, to include the ability to count the total number of all types of cards issued to specific individuals for what period. The reports shall be configurable by SCDMV staff and accurately reflect the issuance of CDLs for any specified time period.
5. Add CDL Restriction
A CDL restriction is added based on testing or vehicle requirements. The restriction is noted on the CDL.
6. Remove CDL Restriction
A CDL restriction is removed upon completion of required tests or provision of documentation. A new CDL with updated information is issued, subject to suspension and violation checks. The system shall be able to automatically stop a transaction that is requesting a restriction removal and provide the customer with the testing option as applicable. No CDLs shall be issued without restrictions if the customer has not completed the applicable tests to obtain a CDL without said restriction.
7. Process Military Waivers for CDL
Military service members with CMV experience may apply for a waiver to bypass skills and/or knowledge tests. Waivers are only available if the applicant’s driving privileges have not been suspended, disqualified, or revoked in the past two years.

4.4 Process Description – International
The system shall support the following international driver’s license related variations as listed in the below.
4.4.1 Issue Non-Commercial Driver's license
1. With Beginner’s Permit (International)
A non-commercial driver's license is issued to customers with a valid beginner’s permit for international customers and asylum seekers.
2. With International Non-Commercial Driver's license (Reciprocity)
A non-commercial driver's license is issued to customers with a valid international non-commercial driver's license, provided reciprocity exists.
4.5 Process Descriptions – Re-Issuances
The system shall support the following re-issuance driver's license related functionality as listed in the below sub-sections.
4.5.1 Issue Duplicate or Replacement Driver's license
A duplicate or replacement license is issued based on customer documentation. Fees apply, and the replacement retains the original expiration date, class, endorsements, and restrictions.
4.5.2 Update or Correct a Driver's license
Corrections or updates to the driver's license (non-commercial or commercial) are processed based on customer request or identified errors. New licenses reflect updated information and may incur a fee.
4.5.3 Renew Driver's license
In this process, the customer’s driver's license (non-commercial or commercial) is renewed with a future expiration date. The renewal period may vary.
The customer may renew their license through online services, by mail, or at any branch office location. Additional renewal options, such as self-service terminal, may also be available. Customers may use their photo on file for the renewal; however, there may be limits on the number of times they can renew via alternative channels before needing to visit an SCDMV branch office for a new photo and vision test that is no more than 3 years old.
Before issuing the renewed license, the system verifies that the customer’s license is not suspended in South Carolina or any other jurisdiction. Endorsements or restrictions on the renewed license may differ from the original license, depending on completed renewal requirements, as certain endorsements may require specific conditions or tests each renewal cycle.
A fee will be charged for license renewal, which may vary based on license type, authorized length of stay (if applicable), and endorsements.

To renew a license with specific endorsements or restrictions, the customer may need to complete additional tests or fulfill further requirements.
Before issuance, the customer’s international status is verified through the U.S.
Department of Homeland Security’s (DHS) SAVE system, via VLS in the new system, and the license expiration date is matched to their authorized stay in the U.S. but is valid for not less than one year (based on current state law) and not more than eight years.
The customer will receive a temporary driving certification or temporary identification certificate at the branch, with the physical card mailed to the customer’s designated mailing address (if different from their physical address) from a central issuance location.
4.6 Driver's License System Features
1. Based on customer age, the System shall issue the following graduated license types to individuals under 18:
a. 15 years and 180 days – Conditional license, provided the skills test is passed and applicant has held a permit 180 days without incident.
2. 16 years – Special restricted or restricted license, provided certain requirements are met by the applicant. The customer may not have to be issued a new card, but the system shall delineate between customers who meet this requirement or not.
3. 17 years – Regular driver's license (without conditions)
4. The system shall track completed tests before adding endorsements, as well as alert the user to test needs.
5. The system shall display driver's license information on the customer profile, such as the license class with status and expiration, including all restrictions and all endorsements.
6. Additional designations, such as organ donor, veteran status, or caduceus.
7. The system shall allow endorsement and restriction requirements to be configured by select authorized agents without code changes or requests to IT being necessary.
8. The system shall allow Customers to request duplicate, replacement, or renewed licenses via the SCDMV Portal.
9. The system shall allow Customers to request license corrections via the SCMDV Portal.
10. The system shall support renewal through multiple channels, as available.
11. The system shall distinguish licenses by class and be able to generate statistics for reporting and trend analysis, configurable by SCDMV staff, which accurately reflect the current issuance of all types of licenses, with variable attributes. In addition to providing the current information, the system shall be able to accurately reflect past issuance and prior license type related reports. The system shall capture indicators such as Motor Voter, organ donation, caduceus, veteran and other relevant data during license transactions.

5 Identification Card
5.1 Overview
The system shall verify customer identity and issue credentials, such as identification cards, which serve as primary government-issued identification documents. The system shall support the entire process from customer account creation to identity document collection, tracking, and processing of all requirements related to the issuance of identification cards. Identification cards do not provide for driving privileges. The system shall not allow a customer with a current valid driver’s license or permit to obtain an identification card in addition to their driver’s license or permit.
5.2 Process Descriptions
The system shall support the identification card issuance functionality as listed in the below sub-sections.
5.2.1 Issue Initial Identification Card
A new identification card is issued to customers who are at least five years old who provide the required supporting documents.
5.2.2 Renew Identification Card
Identification cards issued for a specified period (currently 8 years) are eligible for renewal. Customers may renew their identification card online, at any branch office, or via other options such as self-service terminal. Photos on file may be used for one full renewal cycle, after which a new photo is required. Customers visiting an SCDMV branch office for renewal for photo capture.
5.2.3 Issue Identification Card for Non-commercial License Replacement
When a customer is ineligible for a driver’s license of any type or surrenders their license, they may opt for an identification card. An existing photo may be used if eligible; otherwise, a new photo must be taken at an SCDMV branch office.
5.2.4 Issue Duplicate or Replacement Identification Card
A duplicate or replacement identification card may be issued to customers with an existing card. The expiration date on the duplicate or replacement card matches that of the original card.
5.2.5 Correct or Update Identification Card
A correction or update to an identification card is processed based on customer request or identified discrepancies. Updates may be required for changes in name, address, or other information.
The expiration date remains the same as the original card.
5.2.6 Issue Identification Card to Inmates
In this process identification cards are issued to inmates who are pending release. The information on individuals is received electronically from the Department of Corrections

(SCDC) or Department of Juvenile Justice (DJJ) which will include the non-driver's license transaction data, including image and signature. These submitted requests are received on a special server. The transaction and scanned supporting document file are by an authorized SCDMV agent.
The system shall capture the signature and image from SCDC and associate them with the transaction record. Identification cards are generated and returned to SCDC via a secure process. The system shall allow any fees related to this specific instance of a transaction to be waived.
5.2.7 Issue Paper Temporary Identification Certificate at Branch Office
A temporary identification certificate will be issued to customers applying for identification cards in the branch office. The temporary identification certificate includes a barcode that can be scanned by the SCDMV, law enforcement, and other relying parties to show customer attributes in their respective systems. The physical identification card will be mailed from a central location.
5.3 System Features
1. The system shall notify other jurisdictions via an AAMVA interface when a customer is issued a SC ID card, prompting the cancelation of any previously issued ID cards or driver’s licenses from other jurisdictions.
2. The system shall capture information if a customer holds a valid driver’s license or ID from another jurisdiction and has surrendered it to receive a SC ID card or license.
3. The system shall capture responses to questions related to Motor Voter, organ donation, caduceus, veteran and other relevant topics during all driver's license-related transactions.
4. The system shall allow customers to request a duplicate, replacement, or renewed identification card via the SCDMV Customer Portal.
5. The system shall allow customers to request a correction to their identification card via the SCDMV Customer Portal.
6. The system shall support identification card renewals through various channels that may become available in the future.

6 Beginner’s Permits and Commercial Learner’s Permits
6.1 Overview
The system shall support the issuance of a beginner’s permit and commercial learner’s permit.
6.2 Process Descriptions
The system shall support the permit-related functionality as listed in the below sub-sections.
6.2.1 Issue Beginner’s Permit
A non-commercial beginner’s permit is issued to customers. This permit is the first step in the license process and is issued to customers who meet all requirements. Applicants must be at least 15 years old to obtain a beginner’s permit.
6.2.2 Issue Duplicate or Replacement Permit
A duplicate or replacement permit is issued to customers with an existing permit, including beginner’s and commercial learner’s permits. The new permit will retain the same expiration date as the original and require a fee.
6.2.3 Correct or Update Permit
Corrections or updates to a beginner’s or learner’s permit may be requested by the customer or identified during transaction review by SCDMV staff.
6.2.4 Renew Permit
A beginner’s or commercial learner’s permit may be renewed. Renewal may be available through online services or at any SCDMV branch, with other options, such as self-service terminal, potentially available. The system shall have the ability to force a skills test before renewal in certain circumstances pursuant to SCDMV business rules and South Carolina state law.
6.2.5 Issue Beginner’s Permit – International
A non-commercial beginner’s permit is issued to international customers as the first step in the graduated license process, provided the applicable knowledge test is passed and identity documents verified.
6.2.6 Issue Commercial Learner’s Permit
A commercial learner’s permit is issued to customers who are at least eighteen years old and pass all applicable commercial knowledge tests.
6.3 System Features
1. The system shall have the capability to recognize beginner’s permits from other states, allowing them to be exchanged for a South Carolina beginner’s permit and count the total time period the person has held an out-of-state beginner’s permit to determine if the person is eligible for a license in South Carolina, where applicable.

Applicants may still need to pass a vision and knowledge test to obtain the South Carolina permit.
2. For a motorcycle beginner’s permit, the system shall follow the process defined in "Issue Beginner’s Permit," with some variations in business rules and requirements specific to motorcycle permits.
3. The system shall have a capability to recognize commercial learner’s permits from other states, allowing them to be exchanged for a South Carolina commercial learner’s permit. Applicants may still need to pass a vision and knowledge test to obtain the commercial learner’s permit.
4. After receiving a commercial learner’s permit, the system shall notify the customer that they must complete an FMCSA-approved Entry Level Driver Training (ELDT) program to be eligible for a CDL skills test. This requirement shall also appear on the SCDMV agent’s screen if they are processing the customer at the counter.

7 Motorcycle License
7.1 Overview
The system shall support the issuance of motorcycle licenses from beginner’s permits, including processing of third-party motorcycle testing certifications. The SCDMV accepts Motorcycle Safety Foundation skills test certificates if the customer has been tested by an SCDMV-approved and contracted motorcycle training and testing program.
The system shall process, and issue motorcycle licenses as defined in the following requirements. A motorcycle license may be a standalone license or could be combined with a driver’s license (commercial or non-commercial) on a singular card, but never two separate licenses. In instances where a license is held with a motorcycle beginner’s permit, the license is considered the “base” license.
7.2 Process Descriptions
7.2.1 Issue Motorcycle License – From Beginner’s Permit
A motorcycle license may be issued to customers with a valid South Carolina motorcycle beginner’s permit, provided all requirements have been met.
7.2.2 Issue Motorcycle License – From Out-of-State Motorcycle License
A South Carolina motorcycle license may be issued to customers with a valid out-of-state motorcycle license or endorsement.
7.2.3 Renew Motorcycle License
The system shall support motorcycle license renewals. Customers may renew their license online or at any SCDMV branch, with other options, such as self-service terminal, potentially available.
7.2.4 Issue Duplicate or Replacement Motorcycle License
A duplicate or replacement motorcycle license is issued to customers with an existing license.
7.2.5 Correct or Update Motorcycle License
The system shall process corrections or updates to motorcycle licenses as requested by the customer or identified by SCDMV staff.
7.3 System Features
1. The system shall support the issuance of motorcycle licenses as standalone products or as an additional class or endorsement on an existing driver’s license.
2. If a customer with a standalone motorcycle license later obtains a regular driver’s license, the system shall invalidate the standalone motorcycle license and add a motorcycle class to the new driver’s license.
3. The system shall support different renewal cycles for motorcycle licenses compared to other driver’s license products.

8 Moped License
8.1 Overview
A moped license is issued for individuals who are ineligible for a driver’s license or do not possess a valid driver’s license. Customers aged 15 may apply for a moped operator’s license by completing a vision and knowledge test at any SCDMV branch.
South Carolina does not require a skills test for moped applicants. Customers must hold a valid driver’s or moped license to operate a moped. Customers 16 years and older with a moped license may drive unaccompanied at any time, while those under 16 may drive within restricted hours.
8.2 Process Descriptions
8.2.1 Issue Moped License
In this process, a new moped license may be issued to the customer, provided all requirements have been met.
8.2.2 Issue Duplicate or Replacement Moped License
A duplicate or replacement moped license is issued to customers with an existing moped license.
7.2.3. Correct or Update Moped License
In this process, corrections or updates to a moped license are processed as requested by the customer or identified by SCDMV staff.
8.3 System Features
4. The system shall display that the customer's driving privileges are suspended (or disqualified for CDL) on their profile, even if they have an active moped license.

9 Testing
9.1 Overview
The licensing process involves various knowledge and skills tests (road tests), which:
1. Vary by license class, including motorcycle licenses and moped permits.
2. Are required to obtain a learner’s permit or driver’s license.
3. Are necessary for most endorsements.
4. Are administered electronically through an external system or manually.
5. Are scored either electronically or manually.
6. May be administered by the SCDMV or third-party training providers and testers.
The system shall track different test types and requirements for each driving privilege.
Test waivers may apply if a customer’s license is valid or has been expired for no more than nine months or less than one year, based on U.S. territorial reciprocity agreements and certain military waivers. The system shall interface with external testing systems to collect test results automatically and enable SCDMV staff to manually enter test results and waivers as needed. The system shall provide a capability to add a reason and supervisory approval, when there is a manual entry of vision results and waivers. The system shall receive real-time test results linked to customer records and receive electronic vision test results from providers or via direct upload through the SCDMV website.
9.2 Process Descriptions – Knowledge Test
9.2.1 Conduct Knowledge Test
The SCDMV agent administers a knowledge test for customers applying for a beginner’s permit, commercial learner’s permit, moped license, or certain CDL endorsements.
Customers may take the test on electronic equipment or on paper, but most tests are administered electronically.
Customer may be able to take the knowledge test at a self-service terminal proctored by a responsible party.
9.2.2 Capture Knowledge Test Results
Knowledge test results are recorded on the customer’s record, either automatically from the testing system or manually by SCDMV staff. A passing result initiates the issuance of products, such as a beginner’s permit or commercial learner’s permit. A failed attempt is recorded and counted toward the customer’s attempt total, which may impose wait times, additional fees, or constraints on the customer’s record based on the number of attempts.

9.3 Process Descriptions – Skills Test
9.3.1 Conduct Skills Test
An SCDMV agent conducts a skills test for customers applying for non-commercial or commercial driver’s licenses or a motorcycle license. Skills tests may also be required for certain CDL endorsements or compliance issues. The agent captures additional customer details if needed, and test results from SCDMV authorized agents may be submitted electronically or on paper.
The SCDMV may conduct the skills test virtually without the examiner being physically present in the vehicle. System must have functionality to interface with software to support virtual skills testing.
9.3.2 Random Recall on Skills Test
The system may have a capability for random recall on Skills Test that has a capability to randomly select applicants who took the skills test at a third-party tester at a designated frequency.
9.3.3 Capture Skills Test Results
Skills test results are recorded on the customer’s record, either electronically from a third-party vendor, tablet interface, or manually by SCDMV staff. A passing result initiates issuance of driver’s license products, such as a commercial or non-commercial license with appropriate restrictions and endorsements. A failed attempt is recorded and counted toward the total attempt count, which may impose reapplication wait times, additional fees, or constraints on the customer’s record. Skills test results will be able to be viewed by customer, examiner giving the test, test result, and other factors configured by SCDMV.
9.4 Process Descriptions – Vision Test
9.4.1 Conduct Vision Test
The SCDMV agent conducts a vision test for customers applying for permits and licenses, unless the vision test is electronically on file with the SCDMV submitted via an in-state eye care professional. Currently, the customer must confirm a reference number to ensure the correct vision test results are recorded, but the SCDMV is interested in ways to automatically link vision test results submitted electronically from eye care professional to customer’s record without the need of a reference number/customer input.
9.4.2 Capture Vision Test Results
Vision test results are recorded on the customer’s record, including details about the medical or vision provider, test date, number of attempts and relevant data. If the vision test meets the acceptable time frame, the system proceeds with the issuance or renewal of driving credentials. Restrictions based on vision results are applied to the customer’s driving credentials as necessary.

The vision results will be received by one of the vision screening options listed above in section 3.
9.5 System Features
1. Customers shall be allowed to schedule their skills test at a preferred location, and the system shall monitor the timely completion of this requirement.
2. The system shall capture and record the total number of skills test attempts reported by third-party testers on the customer’s profile.
3. The system shall manage, track, and support the reporting of test results issued by examiners with the functionality to support those results with documents being uploaded to the record.
4. The system shall be able to interface with software to support virtual skills testing.
5. If a customer submits vision test results from an out-of-state provider, the system shall ensure that license renewal occurs at an SCDMV branch, and online renewal options shall not be available, unless the system has a way to receive document validation electronically and confirm a paper vision statement remotely. The system shall capture and associate vision exam results with the appropriate customer record.
6. The system shall monitor the date of the vision test and verify it falls within the acceptable time limit.
7. The system shall provide an option to turn on or turn off the vision testing requirement for issuance of a product.

11 Driver Photo Database
11.1 Introduction
Currently, customer DL/ID photos are maintained in the existing legacy driver licensing system, Phoenix. The photo equipment is directly connected to Phoenix workstations, which capture photos and store them in the database alongside transaction data.
Currently, DL/ID cards are produced over the counter, (but in September 2025, the SCDMV will transition to a central issuance model) with local production equipment printing photo cards using data provided by the Phoenix workstation.
In September 2025, production data will be transmitted to a central issuance system.
The system shall include functionality to recognize the temporary driving certificate or temporary identification certificate (produced by a third-party photo capture system) issued to the customer until they receive their DL/ID card by mail.
Customer DL/ID photos shall be maintained in a dedicated photo database. The SCDMV will specify format requirements to ensure compatibility with ongoing system upgrades and industry standards.
11.2 Photo Capture for SCDMV Branch Office Transaction
The new system shall maintain the capability to capture photos for license or ID card transactions conducted at SCDMV branch offices. The system must also be able to receive customer photos captured by a third-party photo capture system for all REAL ID transactions and attempted REAL ID transactions in SCDMV branch offices to be stored for a time period designated by SCDMV.
The SCDMV has existing cameras, backdrops, and touchpads for capturing customer signatures at every branch office location. The system shall be compatible with this equipment.
11.3 Use of Photo on File
Customers may use the existing photo on file when they are renewing their driver's license, ID card, or permit using the online capability, provided the photo has not been reused previously and remains valid. The system shall support the reuse of existing photos until they expire. Renewal done at branch office location will need a new photograph taken.
The photo expiration period is typically set to cover two renewal cycles. This expiration period, as well as the retention and reuse policy for photos, shall be configurable within the system.
11.4 Keeping History of Photos
The system shall maintain a history of all photos for each customer and provide SCDMV staff with the capability to view all previous photos. The system shall also capture and
Appendix 08 - Driver Services Page 24 of 24 store additional parameters, including the date and time the photo was captured, the location where it was taken, and the products issued using the photo.
11.5 Moving Photos from Existing Photo Repository
Photos captured and maintained in the existing legacy Phoenix system may remain valid for an extended period after the new system is implemented. These photos shall be migrated to the new database and made available for use in various transactions. The system shall allow customers to reuse their photo if it meets the SCDMV's photo reuse criteria.
11.6 Initiating Production Requests to DL/ID Central Issuance Facility
The printing of photo cards, such as driver's licenses and ID cards, will transition to a central issuance facility in September 2025. In this scenario, the system shall initiate and track all requests for photo card production. These requests shall be sent to a third-party photo capture system to be sent to the SCDMV’s Central Issuance Facility (CIF).
11.6.1 Central Issuance Facility
The Central Issuance Facility (CIF) is the SCDMV credential production facility responsible for receiving batch card production information and formatting and printing Driver's licenses, ID Cards, and other photo cards. The CIF must have a real-time interface with the system to update print transaction information and provide specific, incremental updates back to the system.
11.6.2 Central Issuance Facility Interface
The system shall primarily initiate communication with a third-party photo capture system before the appropriate data is sent to the CIF. Both batch and real-time interfaces shall be implemented to support bulk updates and single-record updates.
11.7 Digital Identification
The system shall have the capability to transmit a digital copy of the customer’s photo identification and driver's license credential, along with status information, to various digital media platforms.
