About this file
This document is a System Interface Requirements Appendix (Appendix 14, Revision 1) for the South Carolina Department of Motor Vehicles (SCDMV) IT System Modernization contract. The appendix provides comprehensive specifications for interface and integration requirements that the selected contractor must develop and maintain during the modernized system's detailed design phase. The contractor is required to develop an Interface Facade to allow non-SCDMV systems to access information without direct database access, create software for external system integrations, and recommend whether existing interfaces should remain or be converted to display screens or reports. The document categorizes interfaces into four types: interfaces (information passed to/from the system), integrations (active system interactions with other systems), extracts (reference information sent to external parties), and system capabilities (user interface functionality that may replace existing interfaces or reports).
The appendix documents 90 existing interfaces, integrations, extracts, and system capabilities organized by nine business areas (Business Licensing, Common, Driver Compliance, Driver Services, Vehicle Services, Motor Carrier, Finance, Auditing, and Fraud and Investigation) and eight internal/external classifications ranging from federal agencies to internal SCDMV systems. Additionally, the document identifies 60+ potential future interfaces spanning various federal agencies including AAMVA, NHTSA, TSA, and EPA, as well as state agencies, commercial vendors, and internal systems. Key existing integrations include connections with AAMVA systems (PDPS, SPEXS, DLDV, SSOLV, CSTIMS, DACH), state and federal court systems, election commissions, law enforcement agencies, insurance reporting systems, and financial management systems. The contractor must ensure full cooperation with any successor vendors and facilitate seamless service transitions, while working with the SCDMV to finalize all interface specifications during the detailed design phase.

See Appendix 15 for a complete list of all abbreviations and acronyms.
Appendix 14 - System Interface Requirements Revision 1 Page 2 of 32
1. Overview
Interface and integration requirements include, but are not limited to:
1. External business partners
2. State agencies
3. Federal agencies
4. Internal SCDMV systems During the Modernized System detailed design, the selected Contractor and SCDMV shall finalize all interface related items including:
Interfaces and Extracts – The selected Contractor shall develop an Interface Façade for interface and extract processing. This façade shall allow non-SCDMV systems to access information without directly accessing the Modernized System internal database. Non- SCDMV systems shall use this same façade to interface with the Modernized System.
Integrations – The selected Contractor shall develop software that will allow external systems to directly share information with the Modernized System.
System Capabilities—The selected Contractor shall recommend whether existing interfaces and extracts should remain as they are today or potentially become display screens or reports in the Modernized System.
Appendix 14 - System Interface Requirements Revision 1 Page 3 of 32
2. Interface Types
Interfaces are categorized into the following categories:
1. Interface – An interface is where information is passed to and/or from the Modernized System. For example, the conviction information received by the System to process driver compliance functions.
2. Integration – An integration point is where the Modernized System shall actively interact with another system to complete a transaction. An example is the SSN check with SSOLV system for driver’s license or identification card issuance/renewal.
3. Extract – An extract is where the Modernized System sends reference information to another system or party.
4. System Capability – The System User Interface capability is functionality in the Modernized System that shall display information and potentially replace an interface, extract, or report.
Appendix 14 - System Interface Requirements Revision 1 Page 4 of 32
3. Existing Interfaces/Integrations/Extracts/System Capability
The following table lists the existing interfaces, integrations, extracts, and potential System capabilities by Business Area. The list is complete as of the release of this RFP but may not be all-inclusive and will need to be reviewed with the Contractor after the contract award for any inclusions or exclusions. The Contractor acknowledges that any current vendor identified in this contract may be replaced through a subsequent solicitation process. The Contractor shall be required to fully cooperate and interface with any successor vendor to ensure a seamless transition of services, including but not limited to sharing relevant information, coordinating workflows, and facilitating knowledge transfer as directed by SCDMV.
The following Business Area values are used in the interface tables:
1. Business Licensing
2. Common
3. Driver Compliance
4. Driver Services
5. Vehicle Services
6. Motor Carrier
7. Finance
8. Auditing
9. Fraud and Investigation The following Internal/External values are used in the interface tables:
1. Association – an interface to a system external to the SCDMV and provided by or used by a commercial entity.
2. External Commercial – an interface to a system external to the SCDMV and provided by a commercial entity.
3. External Federal – an interface to a system external to the SCDMV and provided by the Federal government.
4. External Municipal – an interface to a system external to the SCDMV and provided by or used by a municipal government.
5. External State – an interface to a system external to the SCDMV and provided by or used by the State.
6. Internal SCDMV – an interface to a system internal to the SCDMV and provided by or used by the SCDMV.
7. Internal State – an interface to a system internal to the SCDMV and used by the State.
8. Other – an interface to a system that does not cleanly fall into one of the Internal/External classifications.
