About this file

This document is a Permit Index for the Pass-A-Grille Way and Gulf Way Water Main Improvements Project (P.I.D. No. 004573A), involving multiple agencies including the Florida Department of Environmental Protection, City of St. Pete Beach, and Pinellas County. The permit index outlines the permitting requirements for the water main replacement project, which includes obtaining various permits such as a Right of Way Use Permit from the City of St. Pete Beach and potential Dewatering and National Pollutant Discharge Elimination System (NPDES) Permits to be issued to the contractor after the pre-construction meeting.

The Florida Department of Environmental Protection has provided an exemption for the Potable Water Permit, noting that no construction permit is required for replacing an existing water main with a new main at the same location, provided the new main meets specific size requirements. The awarded contractor will be responsible for ensuring compliance with water quality protocols, pressure testing, and disinfection of new potable water components. The project does not eliminate the need for obtaining other federal, state, or local permits, and any deviations from the proposed plan may require additional permit review.

Greetings, Thank you for your inquiry regarding permitting requirements for the proposed project.

Potable Water Permit Determination

Based on the information provided, no Department permit is required for the Potable Water portion of the proposed construction.

Pursuant to Rule 62-555.520(1)(c)2, of the Florida Administrative Code (F.A.C.), no Department construction permit is required for replacement of any existing water main with a new main at the same location as the existing main, provided the new main will be either the same size as the existing main, no more than two sizes larger than the existing main, or no larger than the minimum size required or recommended in

Recommended Standards for Water Works as incorporated into Rule 62-555.330, F.A.C.

Please note however, in accordance with 62‐555.520(1)(c), F.A.C., that suppliers of water are responsible for ensuring that potable water work that does not require a permit nevertheless complies with all standards applicable to potable water construction that does require a Department construction permit. Specifically, suppliers of water are required to pressure test and disinfect new potable water components with monitoring

(bacteriological testing) to confirm that satisfactory disinfection was achieved before placing new potable water components into service.

Additionally, this determination does not, eliminate the necessity for obtaining any other federal, State, or local permits that may be required for the construction if this potable water mains. Any deviations from the plan proposed to the Department may require another permit determination review.

Should you have any questions, please feel free to contact me directly.

Thank you, Karla A Lopez
