About this file

This document is Amendment 3 to Request for Bid (RFB) AD241024 for Background Check Services issued by the Wisconsin Department of Administration's State Bureau of Procurement on January 8, 2024. The amendment was necessitated by a Wisconsin Winter Weather Advisory that required rescheduling the bid due date and virtual bid opening. The procurement is managed by Erin Schmitz at the State Bureau of Procurement, located at 101 E. Wilson Street, 6th floor, Madison, WI 53703.

The RFB seeks background check services for Wisconsin state agencies, with bids originally due January 9, 2024, but rescheduled to January 11, 2024 at 1:00 PM CT due to weather conditions. The virtual bid opening via Microsoft Teams is scheduled for January 12, 2024 at 10:00 AM CT, accessible by dialing 608-571-2209 with Conference ID 667 155 346#. The state strongly encourages electronic bid submission through the Wisconsin eSupplier Portal, though hard copy bids are still accepted at the specified address with strict time-stamping requirements. A bid box is available outside 101 E. Wilson Street and is opened only at 1:00 PM CT on Tuesdays, Wednesdays, and Thursdays. The amendment emphasizes that the state assumes no liability for errors in manually inputting hard copy bid information into the eSupplier Portal system.

AMENDMENT 3

Dated January 8, 2024

Bidders must acknowledge receipt of this Amendment to ensure you have read, understand, and the bid of your company is predicated upon the contents of this Amendment.

Note, this document contains both those Bidder questions received outside of eSupplier as well as within eSupplier. It is the Bidder’s responsibility to check eSupplier for any additional questions and answers pertaining to this RFB.

Amended Bids Due Date and Virtual Bid Opening via Teams

Due to a Wisconsin Winter Weather Advisory issued for January 9th, 2024 the Bid Due Date and Virtual Bid Opening for RFB AD241024: Background Check Services have been rescheduled.

6.5.2 HARD COPY BID SUBMITTAL

The State strongly encourages electronic Bid submission (Section 6.5.1 Wisconsin eSupplier Portal Submittal) due to the potential decreased number of staff available to accept hand deliveries at State facilities or the potential for State building closures.

If submitting a hard copy Bid (instead of the electronic Bid option described above), Bidders must submit an original signed Bid, marked as stated below of all materials required for acceptance of their Bid by the deadline to:

Erin Schmitz Department of Administration State Bureau of Procurement 101 E. Wilson Street, 6th floor Madison, WI 53703

All Bids must be received and time-stamped at the above location no later than January 11, 2024 1:00 PM CT. Bids not time-stamped shall be considered late and rejected. Receipt of a Bid by the State mail system does not constitute receipt of a Bid by the DOA CAPS Purchasing Office.

All Bids must be sealed and clearly marked with the following information on the outside of the package:

Bidder Name Bidder Address Background Check Services

RFB# AD241024

Due: January 11, 2024 1:00 PM CT

A Bid Box has been placed outside of 101 E. Wilson Street for the hard copy submittal of responses. This box is only opened at 1:00 PM CT on Tuesday, Wednesday, and Thursday.

The State is not responsible for deliveries that do not reach the Bureau of Procurement office by the required due date and time. Hard copy Bids shall still be allowed in response to the RFB. Hard copy bids are hand entered by the Procurement Specialist. However, the State has no liability for errors made in inputting any information into the eSupplier Portal submitted as hard copy Bid response.

If you are unable to submit your Bid electronically, email Erin Schmitz at Erin.Schmitz@wisconsin.gov prior to the Bid due to make arrangements for your hard copy Bid submission.

Bid shall be completed. In the event that DPM finds it necessary to change any of these dates and times (except estimated dates and times), it shall do so by posting an amendment to this RFB on the Wisconsin eSupplier Portal.

7.1 BID OPENING, REVIEW AND ACCEPTANCE

There shall be no in-person Bid opening. A Microsoft TEAMS meeting shall be held instead on January 12, 2024 at 10:00 AM CT. To join the Bid opening, dial 608-571-2209 and use Conference ID 667 155 346#. The names of all Bidders may be read aloud at this time. All Bids must be reviewed by the Procurement Specialist to ensure compliance with submittal Requirements. DOA DPM shall be the sole judge as to Bidders’ compliance with the Bid instructions. At any time during this process, the State reserves the right to request and review additional information from Bidders. Bids not complying with Mandatory Bidder Qualifications and Mandatory Requirements shall be rejected.

Bids not complying with Special Terms and Conditions of Bid may be rejected. DOA-CAPS in its sole discretion retains the right to accept, clarify, or reject any or all Bids, or accept, clarify, or reject any part of a Bid, if deemed to be in the best interest of the State.
