About this file

Amendment 2 to RFB AD241024 for Background Check Services is a procurement document issued by the State of Wisconsin on December 21, 2023. The amendment requires all bidders to acknowledge receipt, sign, and upload the document to the Strategic Sourcing platform's "Additional Upload Documents" field, with bidders who have already submitted responses needing to reopen and resubmit their bids with the amendment attached.

The amendment establishes a new mandatory requirement under Section 3.7 Cloud Brokerage Review, which requires vendors providing direct or indirect cloud services to participate in and pass a State-conducted Cloud Brokerage Review (CBR) per Wisconsin State Statute 16.971(2)(a). The CBR process assesses compatibility, integrability, security, and privacy controls of proposed cloud solutions, including any vendor or third-party software used to provide services or store State data, and must be completed prior to contract execution. The State follows NIST's definition of Cloud Computing from Special Publication 800-145, and vendors are highly preferred to have and provide SOC 2 Type II reports. Bidders must attest to meeting this requirement at no additional cost above their bid price.
