About this file

This is Amendment 1 to RFB AD241024 for Background Check Services, issued by the State of Wisconsin and dated December 15, 2023. The amendment addresses bidder questions and provides clarifications for potential vendors seeking to provide background screening services to Wisconsin state agencies. The incumbent provider is identified as GoodHire, and the amendment requires bidders to acknowledge receipt and understanding of all changes before submitting their bids.

The contract covers background check services for out-of-state and international candidates, with an estimated annual volume of 2,996 background checks based on March through November 2023 data. The State processes approximately 3,500 new hires annually but requires background screening only for candidates from outside Wisconsin. Key services include verification of selective service registration status, typically performed electronically, and integration with AzureAD and Okta for single sign-on capabilities. The amended cost sheet (Attachment A) allows bidders to provide pricing for specific items in Section 1 and percentage discounts off list prices for additional background check services within scope in Section 2. Awards will be made based on lowest cost per the method of award provisions, with no preference given to Wisconsin-based providers over out-of-state companies. The contract prohibits purchasing services outside the original RFB scope, though additional optional services may be proposed during contract negotiations.

Amended Cost Sheet The following section(s) have been replaced entirely by the following language:

5.1 COST SHEET INSTRUCTIONS

Bidder shall complete Amended Attachment A - Cost Sheet 12/15/2023 and shall submit Cost per Item for each Item in Section 1. Total Cost will be auto calculated. In the event of errors in calculation, Cost per Item shall prevail.

Costs must be in U.S. dollars to two (2) decimal places unless otherwise indicated. Alternate cost formats shall not be accepted and may result in disqualification of the Bid. Only numerical values (i.e.,

80) shall be accepted. Anything other than a numerical value (i.e., N/A) may disqualify your Bid.

Failure to provide costs for all required areas under Section 1 may result in the rejection of the Bid.

Section 2 is for informational purposes only.

Bidders must not alter the Cost Sheet in any manner unless instructions on the Cost Sheet indicate otherwise.
