About this file
This Amendment 3 document modifies a lawn care solicitation issued by the South Carolina Adjutant General's Office for the TAG Complex located at 1 National Guard Road, Columbia, SC. The procurement seeks comprehensive lawn care services including turf cutting, shrub and tree maintenance, seasonal cleanups, debris removal, and grounds maintenance. The solicitation requires one online submission by September 18, 2026, at 10:00 a.m., with questions due by September 16, 2026, at 12:00 p.m. A pre-bid meeting is scheduled for September 15, 2026, at 9:00 a.m. at the TAG Building front parking lot. Award notification will be posted on September 24, 2026. Offerors must hold their offers open for a minimum of thirty calendar days after the opening date.
The amendment clarifies service requirements through a question-and-answer format addressing contractor responsibilities. Key specifications include bi-weekly and monthly cutting schedules for most areas, with three hillside sections requiring service every two months (six times annually), and the first two lines requiring weekly service. Contractors must remove all shrub debris and trimming as needed, handle normal storm cleanup, and are responsible for trash remaining after campus events. The State will engage contractors for larger storm debris removal at additional cost. Contractors have discretion on fertilizer and herbicide application timing. Spring and fall cleanups require maintaining shrub shape and removing growth from buildings, windows, and sidewalks. Fall cleanups include crepe myrtle cutback maintenance as currently performed. Weed inhibitor and pre-emergent application must extend to both turf and bed areas. Procurement Officer Karen Brooks (803-832-8373, Karen.brooks@scmd.sc.gov) administers the solicitation, with offers submitted online at procurement.sc.gov.

What are you currently paying for these services? You can pull up the current contract on Procurement.sc.gov
Is the current condition of the property acceptable? There are some areas that need more attentions but overall yes
Are we allowed to spray a 6” border around the fence lines and objects throughout the turf area? yes
Are we responsible for cutting under the parked vehicles and objects throughout? yes
The three hillside portions should be serviced every two months or (6) times per year, and everything else should be serviced on the bi-weekly and monthly schedule, correct? Yes, but the1st 2 lines are weekly as stated in Amendment 2
Is there someone from your staff on site after events, such as Carolina games, to pick up excessive trash before we service? Or will this be the bidder’s responsibility? The boy scouts clean up after games but the remaining trash is the bidders responsibility
On the scope of work in line item #9, it says all shrub debris, trimmings, and limbs should be removed after every cut… Is this only the debris that falls off naturally, or are we bidding to keep the shrubbery and trees maintained throughout the year, along with the two full clean-ups? Things that fall off naturally and trimming as needed but not every cut
Are we to include larger limbs from storm debris in our pricing that would take more than normal labor to clean up? Or will that be addressed and proposed at an additional price? We will hire someone for these one off situations
Who determines when fertilizer and herbicides should be applied to the turf and shrubbery for continued growth? Are the current conditions of the turf and shrubbery growth acceptable? We leave it up to the contractor when it is needed, the current status is acceptable
For the Spring and Fall clean-ups, what are the expectations for the shrubbery? Are we to just tip prune any new growth or does this include removing vines and hard pruning off buildings, below windows, and off sidewalks?
Maintain the shape of all shrubbery and remove anything that is growing on the building, windows, or sidewalk
For the Fall clean-up, please define the cutback of crepe myrtles. It currently looks like the trees are being knuckled or “crepe murdered” each year. Is this the expectation? Yes, how they are is acceptable
For the clean-ups, is the weed inhibitor and pre-emergent only for the turf? Or does this include bed areas also?
It includes bed areas also
