About this file

This Amendment 1 document modifies the TAG Complex Lawn Care solicitation issued by South Carolina's Adjutant General's Office, with the Procurement Officer Karen Brooks (803-832-8373, Karen.brooks@scmd.sc.gov) managing the procurement. The project encompasses grounds maintenance services across four facilities: TAG Building, Columbia Armory, USPFO, and CSMS. Services include bi-weekly grounds maintenance from March through October (54 services per location annually), monthly maintenance from November through February (12 services per location annually), spring and fall clean-ups (3 services each per location annually), and annual fertilizer and herbicide applications (3 services per location annually). The pre-bid meeting is scheduled for September 15, 2026, at 9:00 a.m. at the Adjutant General's Office, 1 National Guard Road, Columbia, SC 29201. Questions from offerors must be received by September 16, 2026, at 12:00 p.m., with offers due online by September 18, 2026, at 10:00 a.m. Award will be posted on September 24, 2026.

The bidding schedule includes 20 line items for which contractors must provide unit prices and extended prices. Key amendments clarify that bi-weekly means every other week; quantities have been updated from the original solicitation; invoicing is monthly per facility; and the contractor is responsible for hauling off all green waste and litter. Commercial General Liability insurance requirements were revised from $1,000,000 per occurrence with $3,000,000 aggregate to $1,000,000 per occurrence with $2,000,000 aggregate. Workers Compensation insurance is required at statutory minimums. No credentialing or background checks are required for contractor employees, and services should be conducted during weekday working hours. The state will not reschedule or reprice services if areas become inaccessible during drill weekends or mobilizations, though visits should avoid conflict with such events. Attendance at the pre-bid meeting is not mandatory but is recommended.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES

RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER

FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S

RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE

QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE

POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM

A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF

PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER

DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: HIGHLIGHTED

TEXT IS ADDED OR MODIFIED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS

DELETED. [02-2A097-1]

1. Could you confirm the quantity basis for the bidding schedule. Lines 0001 through 0004 show 48 each, which appears to represent a three-year total, while lines 0005 through 0016 appear to represent a single year. Should all lines be priced on the same basis?

Quantities have been updated.

2. Please define "bi-weekly" as used in lines 0001 through 0004 and in Scope of Work item 1. Does it mean every two weeks or twice per month?

Bi-Weekly is every other week. Quantities have been updated.

3. Will the extended price be calculated as unit price multiplied by the quantity stated on each line?

Extended price is quantity multiplied by unit price

4. Will the state issue an amendment correcting or clarifying the bidding schedule quantities prior to the 09/18/2026 opening?

Yes

5. Scope item 8 requires fertilizers and herbicides "as needed." For fixed pricing, will the state accept a defined annual program as the basis of the unit prices provided by us?

We are adding lines for fertilizer and herbicides to be done annually

6. Do the maintenance boundaries shown on Attachment A represent the full extent of required service, and does the requirement to service "all Storage Buildings, Parking Areas, Lots, and Islands" extend litter pickup, edging, and clipping removal beyond the shaded grounds maintenance areas?

The shaded areas are all that is included

7. The map shows two areas labeled Columbia Armory. Does the stated 3.4 acres cover both?

Yes

8. Are the four locations invoiced and serviced independently, or is a single service visit expected to cover all four areas on the same day?

Yes, invoice separately

9. Is irrigation present in any of the maintained areas, and if so who is responsible for its operation, inspection, and repair?

There is no irrigation

10. Will the state provide on-site debris disposal, or is all green waste and litter to be hauled off by the contractor?

Waste is to be hauled off by the contractor

11. What credentialing, background check, or escort requirements apply to contractor employees and vehicles entering the complex?

None are required when completing lawn maintenance. Visits are expected to be during working hours.

12. During drill weekends or mobilizations, parking lots and lawn-adjacent areas may be occupied by vehicles. How should the contractor handle areas inaccessible at the time of a scheduled service, and will a missed or partial service be repriced or rescheduled?

We won’t need to reschedule or reprice if this occurs but visits should be conducted during the week.

14. Scope of Work requires CGL of $1,000,000 per occurrence and $3,000,000 aggregate, while Section VII.B specifies an aggregate of twice the occurrence limit. Please confirm the controlling aggregate limit.

Removing the $3,000,000 from the scope. It should be $2,000,000

15. Invoicing is monthly with a charge for each individual facility, but pricing is per service.

Should the monthly invoice bill the unit price for each service actually performed in that month?

Billing should be per month so in months that have 4 weeks, you would see quantity 4 for the line item.

16. Is attendance at the 09/15/2026 pre-bid meeting mandatory for an offer to be considered responsive?

No, but it would give you the chance to see the property so there aren’t questions later

17. Can you explain the 16 line items listed in the bid portal?

Clarification has been made by renaming each line

The following are additions and removals as stated in above questions.
