About this file
This is Amendment #3 to a fixed-price solicitation issued by the South Carolina Department of Transportation (SCDOT) Procurement Office for on-call mechanical limb management services. The solicitation seeks contractors to perform mechanical cutting of tree limbs within SCDOT rights-of-way along Interstate, primary, and secondary roadways to maintain clear sight distances and overhead clearance. Services include limb management mechanical work, work zone traffic control surcharges, woody vegetative debris management, and associated activities across seven SCDOT districts (D1, D2, D3, D4, D5, D6, and D7). The amendment extended the offer submission deadline to March 4, 2022, with an opening date of March 16, 2022, at 14:30:00. A pre-bid conference was held via teleconference on February 8, 2022, at 10:00:00. The award posting date was extended to April 28, 2022. Offers must remain open for a minimum of 90 calendar days following the opening date. The contract is structured as an as-needed, per-line-item arrangement with work performed throughout the calendar year from January 1 through December 31.
The bidding schedule includes 28 line items across the seven districts with unit pricing per shoulder mile for limb management (Interstate, primary, secondary, and specialized categories) and per-day pricing for work zone traffic control surcharges. Maximum not-to-exceed prices are $1,750 per shoulder mile for Interstate routes, $1,500 for primary routes, $1,250 for secondary routes, and $3,000 for specialized work. Work zone traffic control surcharges are capped at $1,500 for daytime flagging operations, $1,200 for shoulder closure (Case I), $1,400 for multi-lane closure, and $1,500 for Interstate lane closure. Estimated quantities of 350 shoulder miles per line item and 50 days for surcharge items are provided for evaluation purposes only. All work must adhere to SCDOT Standard Specifications, include proper equipment and labor, and meet 18-foot overhead clearance and sight distance requirements as determined by the Engineer.

1.1 STANDARD SPECIFICATIONS
The Contractor must adhere to rules and regulations of the latest edition of the South Carolina Department of Transportation Standard Specifications for Highway Construction (hereinafter called Standard Specifications):
http://www.scdot.org/doing/construction_StandardSpec.aspx
1.2 DEFINITIONS
SCDOT
SCDOT refers to the South Carolina Department of Transportation.
Procurement Procurement refers to the SCDOT Procurement Office.
Engineer / Inspector Engineer refers to the respective county SCDOT Resident Maintenance Engineer or appointee, such as an inspector.

The minimum increment of inclement weather is ½ day (= minimum 4 hours). The Engineer shall advise the Contractor of the number of approved inclement weather days as they occur. No brush management activity of any type is permitted when the Engineer declares that Inclement Weather is in effect.
