About this file
This document is an amendment to Section 3.7 of a Request for Proposals (RFP) issued by UNC Asheville for Student Life Housekeeping Services (RFP 64-830), with proposals due August 3, 2026. The RFP seeks complete porter and housekeeping services across four Student Life areas on campus, encompassing daily cleaning, maintenance, and porter duties in designated buildings. The scope includes detailed requirements for cleaning task frequencies, material and equipment standards, and performance expectations. The contract will include an initial term with potential renewal options based on contractor performance and university needs.
Amendment 2 addresses the Historically Underutilized Business (HUB) Participation requirements under North Carolina General Statute G.S. 143-48, which previously encouraged vendors to meet or exceed a 10% utilization goal for diverse firms as first or second tier subcontractors. However, the amendment reflects the immediate repeal of the HUB statutes (G.S. 63A-19, 116D-4, 143-48.4, 143-128.2, 143-128.3, 143-128.4, and 143-131(b)) by Section 22.5(x) of the 2026 Appropriations Act. This repeal removes the statutory basis for local governments to set goals on building projects, require good faith efforts from bidders, and report to the HUB Office, effectively eliminating the mandatory HUB participation requirements that were previously applicable to this procurement.

HUB SUPPLEMENTAL VENDOR INFORMATION.
Repeal of HUB Statutes, Section 22.5.(x)
Effective immediately, the 2026 Appropriations Act repealed the following statutes: G.S. 63A-19, 116D-4, 143-48.4, 143-128.2, 143-128.3, 143-128.4, and 143-131(b). The repeal of the last four statutes in the list removes the statutory basis for local governments to set goals on building projects, make good faith efforts, require bidders to make and verify good faith efforts, and report to the HUB Office.
