About this file
This is Amendment 2 to a Request for Proposal issued by the Medical University of South Carolina (MUSC) for member management software for its Wellness Center. MUSC seeks to procure club management software to replace its current deficient system and improve member-related task management and data handling for a facility serving approximately 7,000 members, including 3,100 paying members and 2,500 non-paying students. The Wellness Center, established in 1992 and spanning 75,000 square feet, requires software that includes account import tools, automatic communication capabilities, online registration, league management, and enhanced user-friendliness for staff operations. The non-mandatory pre-proposal conference was held on January 6, 2024, at 11:00 AM ET via Microsoft Teams. The deadline for submission of questions was January 6, 2024, at 5:00 PM ET, with offers due on February 7, 2025, at 11:00 AM ET. Award notification was originally scheduled for March 15, 2024, though this date may have been updated with subsequent amendments. Offerors must submit one electronic technical proposal, one electronic business proposal, and redacted versions of each document, and must acknowledge receipt of all amendments.
The solicitation requires data security and compliance capabilities including cyber security and IT risk assessments, HIPAA compliance for protected health information, FERPA compliance for active student enrollment data, PCI compliance for credit card processing, and adherence to merchant provider and banking regulations. Offerors must submit offers online at www.procurement.sc.gov and are required to hold their offers open for a minimum of 90 calendar days following the opening date. Vendors must obtain a South Carolina vendor number and register through the procurement website. All solicitation documents, amendments, and award information will be posted at www.procurement.sc.gov. The Procurement Officer is Andy Champion, reachable at 843-792-1300 or champiow@musc.edu.
