About this file
This document is an Invitation For Bid (Amendment 2) issued by the South Carolina Department of Transportation (SCDOT) for District 3 Paint Pavement Markings. The solicitation seeks a contractor to provide comprehensive pavement marking services across Greenville, Pickens, Spartanburg, and Oconee counties, with a three-year contract period from July 1, 2025, to June 30, 2030. The project involves applying white and yellow lines of various widths, including 4-inch broken and solid lines and 24-inch solid lines, with work generally performed between March 1 and November 30 annually. Bidders must submit offers online by May 2, 2025, at 2:30 PM, with questions due by April 17, 2025. The contract award is expected to be posted on June 2, 2025, and contractors must be prepared to begin work within 14 calendar days of the start date announced by the Engineer.
The bidding schedule includes multiple line items with estimated quantities for mobilization, traffic control, and various pavement marking types, priced on a per linear foot basis. The solicitation is exempt from standard procurement requirements under 11-35-710(1) and does not specify set-aside designations or disadvantaged enterprise restrictions. The contract includes provisions for non-compliance deductions and potential termination for failure to meet specifications. While specific budget ranges are not explicitly stated, the estimated quantities suggest a substantial project scope. The documentation indicates a comprehensive approach to contract management, with bidders expected to provide detailed documentation and adhere to strict performance standards throughout the project duration. Contractors must demonstrate the ability to manage a multi-county pavement marking project with the necessary resources to fulfill requirements for each county within the specified timeframe.

ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.
QUESTIONS FROM OFFERORS (a) Any prospective offeror desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing. Questions regarding the original solicitation or any amendment must be received by the Procurement Officer no later than five (5) days prior to opening unless an earlier date is stated on the Cover Page. Label any communication regarding your questions with the name of the procurement officer, and the solicitation's title and number. Oral explanations or instructions will not be binding. Any information given a prospective offeror concerning a solicitation will be furnished promptly to all other prospective offerors as an Amendment to the solicitation, if that information is necessary for submitting offers or if the lack of it would be prejudicial to other prospective offerors. See clause entitled "Duty to Inquire." We will not identify you in our answer to your question. (b) The State seeks to permit maximum practicable competition. Offerors are urged to advise the Procurement Officer -- as soon as possible -- regarding any aspect of this procurement, including any aspect of the Solicitation that unnecessarily or inappropriately limits full and open competition.
The following questions were received regarding this solicitation. The response is below in red.
Information in Section 9 – REFLECTORIZED PAINT PAVEMENT MARKINGS has been updated in the What description from removal of existing lines to paint over existing lines in the solicitation. Please see the revised change underlined in red.
Information in VIII. BIDDING SCHEDULE/ PRICE-BUSINESS PROPOSAL that has a red strikethrough was removed to support the revision for question 2 and the response below in red.
Question 1:
There is no mention of a bid bond for the solicitation. Are bid bonds required for the bid. Also, if not, will a bond be required after the award? No big deal either way but I just wanted to make sure we're covered.
No Change. Bid Bond is not required.
Question 2
Under section 9.0 Reflectorized Paint Pavement Markings it calls for the removal of existing markings. Will there be removal of all markings before application or is this a misprint for this project. In the past these types of projects have been just retrace of the existing pavement markings in place at the time of application.
Change. This is a misprint. The intent of the Contract is to simply paint over existing lines, as is. There is no need for the removal of existing markings.
